<br /> EAR-BASED COMPREHENSIVE PLAN AND LDRAMENDMENTS, INDIAN ROCKS BEACH, FL: Keith and ID
<br /> Schnars crafted comprehensive plan amendments based upon the City's recently adopted Evaluation and Appraisal Report.
<br /> The amendments included those to revitalize their commercial district and corridor; encourage mixed use and attainable
<br /> housing development; preserve coastal and natural resources; reduce green house gas emissions; update the level of
<br /> service requirements; and assure the City becomes more walkable and pedestrian friendly. The LDR amendments were
<br /> drafted to implement the goals, objective and policies of the comprehensive plan, and include provisions to allow golf cart
<br /> travel along both State, County and municipally owned streets; preserve and expand the tree canopy; and, address wetland
<br /> buffering, dock and seawall requirements. Ms. Love served as Project Manager and primary author.
<br /> MASTER PLAN, CITY OF MARATHON, FL: This newly incorporated city of 10,000 in the Florida Keys, sought to
<br /> discover the redevelopment level and approach desired by the residents and stakeholders. The Master Plan included a
<br /> planning approach that acknowledged the unique characteristics of the various areas of the city and sought to provide
<br /> development/redevelopment strategies and concepts that not only preserved those unique aspects of place,but encouraged
<br /> appropriate levels and type of development. Additionally,the plan included market and economic analysis to assist in guiding
<br /> and attracting sustainable residential and commercial development. Ms. Love served as Project Manager and authored
<br /> major portions of the plan, including an analysis of each area's existing conditions and implementation strategies.
<br /> LAND DEVELOPMENT REGULATIONS RE-WRITE, MARATHON, FL: The City of Marathon desired to create a
<br /> new set of regulations that were specifically designed to implement the Comprehensive Plan and the concepts illustrated in
<br /> the Master Plan. The new LDRs also included mixed use design guidelines,a revised permit allocation system, marine siting
<br /> regulations and conservation management plan provisions. Ms. Love served as Project Manager and primary author.

<br /> Development Review and Grants •
<br /> GRANTS ADMINISTRATOR, VARIOUS CLIENTS: In the City of Marathon, Ms. Love administered a CDBG Small 0
<br /> Cities Grant for sewer connections for low to moderate income families; prepared an application and administered an
<br /> EDC grant for a stormwater pilot program in a low income neighborhood; and prepared an application for an FMA grant
<br /> for the new fire station which received $1.2 million in funding. Additionally, she prepared an FRDAP grant application
<br /> for land/improvements for a community park that received $3 million in funding. In the City of Lakeland, she prepared
<br /> and administered four HMGP applications to fund stormwater improvements that received $1.8 million in funding. In
<br /> the Village of Islamorada, Ms. Love prepared a DEP planning grant application that received $45,000 in funding, while on
<br /> behalf of the Middle Keys Community Land Trust she prepared and administered a $1.2 million FHA grant; prepared and
<br /> administered an Enterprise Foundation grant application that received $300,000 in funding;and prepared and administered
<br /> a $1.2 million grant award from the Monroe County Land Authority.
<br /> ADJUNCT PLANNER, VARIOUS PROJECTS: State-wide assignments providing Adjunct Planner services assisting 4,
<br /> jurisdictional staff and their residents with local planning issues including environmental compliance and permitting;
<br /> developing affordable housing; providing development review and zoning oversight; assuring floodplain management/
<br /> hazard mitigation compliance; and coordinating engineering and planning projects. Clients include the cities of Indian
<br /> Rocks Beach, Marathon and Lauderdale By-The-Sea.
<br /> CITY PLANNER AND FLOODPLAIN ADMINISTRATOR, PLANNING AND ZONING DEPARTMENT,
<br /> MARATHON, FL: Ms. Love was responsible for the operations of the permits counter;administration of amendments to
<br /> the comprehensive plan and land development regulations;coordination of zoning activities including oversight of application Q
<br /> for zoning, land use appeals, general development review, floodplain management and variances. Responded to inquiries
<br /> and requests for information from staff, general public, developers and Council members; provided oversight of land uses
<br /> processes, all land use applications, public notifications of land use hearings, case scheduling and zoning sign-offs; acted as
<br /> Development Review Coordinator to land use related boards (e.g. Planning Commission) and supervised clerical, technical
<br /> and professional staff in building and zoning related matters. Assisted in the development of the City's Comprehensive
<br /> Plan and facilitating County/City/External Agency relationships; and developed and established new Planning and Building
<br /> processes ensuring compliance with state, city and federal guidelines.
<br /> BUILDING AND ZONING COORDINATOR, ISLAMORADA VILLAGE OF ISLANDS, FL: Supervised and
<br /> coordinated the development review and approval process and enforcement of development approvals between the I'
<br /> building, code compliance and planning departments. Supervised the permit counter; coordinated Village review of all site
<br /> plan projects; advised staff, citizens and developers on regulations. Prepared evaluations and recommendations; managed
<br /> the public participation process; and assisted in the development of the Village's first Comprehensive Plan.
