<br />® Institute WASHINGTON HEIGHTS NEIGHBORHOOD AND URBAN DESIGN PLAN,
<br />• SEBRING CRA, SEBRING. FL: Washington Heights is one of the first communities
<br /> Certified Watershed established in the City and one of the first African-American communities in Highlands
<br />• Manager, 2003 County. Ms. Love served as Project Manager and Principal Planner for the development of
<br />• a neighborhood development/redevelopment plan intended to preserve and celebrate the
<br /> Florida Green Home rich, cultural heritage of the community and encourage economic growth. Additionally, she
<br />• Standard Certifying Agent, managed the charrette and visioning exercise that identified the future desired type and style
<br /> Florida Green Building of development and redevelopment in the neighborhood; and served as the Plan's primary
<br />• Coalition, Inc, 2006 author.
<br /> ® PROFESSIONAL CAPITAL IMPROVEMENT PROGRAM, VILLAGE OF KEY BISCAYNE, FL: Keith
<br />• AFFILIATIONS and Schnars was contracted to develop a Capital Improvements Program (CIP), including
<br />• American Planning establishing a process the Village could utilize each year to manage their capital improvement
<br /> Association projects. The Keith and Schnars team guided establishment of the administrative structure
<br />® Treasure Coast Chapter to assist in the development of the program, and undertook the following tasks: set the
<br /> • of APA mechanism for public input;developed the policy framework for the CIP to address the issues
<br /> ® of the community's financial viability, community development, levels of service standards,
<br /> FEMA Task Force, and other strategic goals; formulated evaluation criteria to determine capital spending levels
<br />• 2000- Current and to guide capital project selection; prepared a public facilities capacity analysis to identify
<br /> the capital improvements that should be constructed to meet current and future needs

<br /> State of Florida Hazard through the long-range planning timeframe; analyzed the status of previously approved
<br /> • Mitigation Advisory Team projects to evaluate whether or not the projects were on schedule and on budget; assessed
<br /> 2003 - Current the financial capacity of the Village of Key Biscayne to undertake new capital projects;
<br />• evaluated funding options; compiled, evaluated and ranked project requests; and undertook
<br />• Florida Floodplain financial programming over a five year and ten year timeframe. Ms. Love served as Project
