The K&S Team recognizes that in addition to our strong credentials, our resources and ability to respond quickly and <br /> efficiently are imperative to guarantee successful performance. This project requires a management plan designed to <br /> specifically address the staffing,monitoring,planning,and communications challenges that our experience indicates <br /> are common with this type of contract. It also calls for a management plan that deals with the need for well-documented <br /> and understandable procedures so staff can be efficiently managed. Specifically,our management plan provides: <br /> • An efficient management system,with clearly defined roles and responsibilities for scope,schedule and budget; <br /> • A Contract Manager as the primary point-of-contact for the City; <br /> • Quick-turnaround capability,as well as,long-term program and personnel continuity; 4) <br /> • Depth of staff which allows the team to timely respond to multiple assignments simultaneously,if necessary; <br /> • Compliance with individual task schedules and budgets; <br /> • Flexibility to respond to changes in scope and direction;and <br /> • Quality assurance and quality control throughout all phases of a project. <br /> K&S is a firm dedicated to the timely and cost-efficient delivery of services. In fact, in 2007,when the FDOT released its <br /> annual summary of design overruns (time and money),K&S ranked among the best of the over two hundred firms surveyed. <br /> In the six-year period studied, K&S designed and surveyed twelve projects with a construction value in excess of $120 <br /> million dollars. No other firm selected by FDOT in that six-year period completed this volume of work,and maintained <br /> such low overruns in cost and time. At Keith and Schnars,we attribute this success to our personnel and project <br /> management. Additionally, numerous members of the team proposed for this contract have either worked directly for <br /> a governmental agency or have performed duties as an extension of a governmental agency for many years. <br /> K&S believes our clients,our profession,and our projects deserve the highest quality product that can be produced. <br /> Therefore,there is an established quality control plan that is implemented on all our projects. Our Quality Control Plan <br /> is based on the philosophy that <br /> • Quality is achieved by proper planning,coordination,supervision,and the appropriate use of skilled personnel; <br /> • Quality is controlled through checking,reviewing and monitoring of work activities by individuals outside of the <br /> Team; <br /> • Quality is verified by having a senior manager performing QA/QC functions;and <br /> • Quality is assured through independent reviews by qualified staff through each stage of project development. <br /> STAFFING HIGHLIGHTS • <br /> • <br /> Our corporate structure and chain of command is similar to the City's in that we maintain executive level staff,which serve <br /> as a backstop and point of responsibility and accountability for the management of projects. We emphasize accountability <br /> for budget and schedule in our projects and we encourage open informal and formal communication as a tool to collectively <br /> work to meet the objective, budget, and schedule of the project. With this management structure, it is our belief that a <br /> partnership with City staff and our carefully selected staff is crucial to a successful outcome for this contract.
