Summary Minutes:Regular City Commission Meeting December 17,2015 City of Sunny Isles Beach,Florida <br /> 10E. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving <br /> the Award of Bid No. 15-08-01 to and Entering into an Agreement with AEA <br /> Consulting, LLC. for the Development and Creation of the City's Cultural Master <br /> Plan, in a Total Amount Not to Exceed $136,000.00, Attached Hereto as Exhibit "A"; <br /> Authorizing the Mayor to Execute Said Agreement;Authorizing the City Manager to Do All <br /> Things Necessary to Effectuate this Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and City Manager Russo reported noting we had <br /> five(5)bid responses. The three(3)most competitive proposals were given an opportunity <br /> to present their proposals at a fact-finding session on November 9, 2015. After careful <br /> consideration he is recommending AEA Consulting. He noted that their bid was <br /> $169,800.00 which was negotiated down to$136,000.00. The Sunny Isles Beach Foundation <br /> has offered to pay one-third of that, and he noted Executive Director Lynn Dannheisser is <br /> here for any questions. He also noted that Vice Mayor Gatto is the Commission's Liaison on <br /> the Foundation. <br /> Public Speakers: Lynn Dannheisser <br /> Lynn Dannheisser distributed a new brochure of the Sunny Isles Beach Foundation. Mayor <br /> Scholl asked her to briefly describe the fact that this is a joint effort between the City and the <br /> Foundation,and what the outcome of this plan will do for the City. Ms.Dannheisser said the <br /> Foundation is very excited to partner with the City in the development of this Cultural Master <br /> Plan. They believe that it will accomplish several different goals. AEA Consulting will help <br /> us to develop some original data and demographics so we know exactly who our new <br /> segment of population is, and how to involve them in this effort to create a better sense of <br /> community. We will also learn about programming,how to develop independent funding for <br /> the Foundation and how governance will work between the City and the Foundation. What <br /> is best for the Foundation to handle, and what is best for the City to handle, and how we <br /> work most effectively and efficiently together. There will also be a review about facilities <br /> and abilities, and we will hear what we can use more efficiently, and what we may need in <br /> the way of developing more of a community through creative identity and programming. <br /> Commissioner Levin said when the Foundation was initially proposed one of the things it <br /> was for was to step in, in the future, when we are not getting the money from new <br /> development, and help out the City with costs and expenses. That has not been addressed, <br /> are they going to be looking at that as far as fund raising and putting money aside or is it <br /> strictly cultural now? Ms. Dannheisser said it is a big part of this Study. We have some <br /> unique challenges in this community. Much of our population is transient, and there is not <br /> really a sense of belonging. We are going to listen to these Consultants as to how we can do <br /> this better. Also what kind of strategic alliances we can create. In order to create high <br /> funding levels we will also get some advice and consulting on grants that are available and <br /> how we can best pursue those grants. A lot of this is in fact about following the money and <br /> pursuing the money. The reason we like this group is because they seem to have a unique <br /> understanding of our marketplace, the South Florida marketplace. We share some of the <br /> same issues with many other communities within Miami-Dade County, and they have <br /> worked with the Wolfsonian,the Knights Foundation,the Miami Art Museum,etc. Another <br /> unique thing about them is they do Global work, and with the new City's Foundation they <br /> created something called Global Cities Network in which around the world there are strategic <br /> alliances for the arts and since we have such a diverse population,a global population,we are <br /> 10 <br />
