Summary Minutes:Regular City Commission Meeting December 17,2015 City of Sunny Isles Beach,Florida <br /> hoping that those kinds of alliances will bring our residences who come from different parts <br /> of the world, closer to our City. <br /> Commissioner Goldman said in the same spirit that we had Consultants work on our <br /> Comprehensive Plan and Transportation Master Study, we have had some good input from <br /> the community. We are hoping for the same inclusiveness with this Consultant in terms of <br /> implementing Town Hall Meetings in some areas and reinforcing the participation,west and <br /> east of Collins Avenue and getting the community to speak out. Ms.Dannheisser said to that <br /> end there will be about 40 individual interviews with people the Consultants are calling <br /> stakeholders, and they will have four (4) to five (5) site visits here, and you will have the <br /> ability to meet and talk to them, and there will be at least three (3) public forums. <br /> Vice Mayor Gatto said for the past four and a half years she has been talking about getting a <br /> market study done, and she is really excited that this is now happening and converged with <br /> the birth of the Foundation. She is really impressed with the credentials of this group and, <br /> her hat is off to whoever negotiated the cost down and was able to keep the demographic <br /> study portion of what they are going to be doing because she knows that is going to be <br /> incredibly valuable. She feels like these folks probably will really get their finger on the <br /> pulse of Sunny Isles Beach. Given a diverse and fractured, if you will, with snowbirds and <br /> families and retirees, and she thinks once we get a handle on our population base, we can <br /> then come up with some ideas to serve the community a lot better. <br /> Mayor Scholl thanked Ms. Dannheisser for managing this effort. Commissioner Aelion <br /> asked what the timeframe is,and Ms. Dannheisser said six(6)to nine(9)months beginning <br /> in about January 2016. Ms. Dannheisser said as a point of personal privilege,she wanted to <br /> congratulate all of us as today we became a 501(c)(3). <br /> Commissioner Goldman moved and Commissioner Levin seconded a motion to approve <br /> the resolution. Resolution No. 2015-2502 was adopted by a voice vote of 5-0 in favor. <br /> 10F. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida,Awarding <br /> RFQ No. 15-08-02 to,and Authorizing the City Manager to Negotiate and Enter into an <br /> Agreement with The Weitz Company, LLC, to Provide Construction Management at <br /> Risk (CMAR) for the Construction of the Government Center Expansion at 18080 <br /> Collins Avenue,Provided Said Agreement is Approved as to Form and Legal Sufficiency by <br /> the City Attorney; Authorizing the City Manager and the City Attorney to Do All Things <br /> Necessary to Effectuate this Resolution; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and City Manager Russo reported there were seven <br /> (7) proposals submitted, and three (3) were interviewed, and we have chosen to use The <br /> Weitz Company who had been the Construction Manager at Risk on this building, and our <br /> Owner's Representative for construction issues at the Gateway Park Project. The process <br /> will be to negotiate a contract with them for multiple parts. Their first involvement in this <br /> contract will be to help us with the value engineering and doing a Pre-Construction <br /> Agreement to assist the Architects in helping to keep our costs down as much as possible for <br /> the design phase, and giving them advice and assistance. Once the plans are at 90% <br /> completion they will be able to bid out all the sub-contractor work,come back to us,and we <br /> will establish the Guaranteed Maximum Price(GMP), and that will be brought back to this <br /> 11 <br /> • <br />
