Varadero <br />Traffic Study <br />Page iii <br />EXECUTIVE SUMMARY <br /> <br />The Varadero project will be located at 18801 Collins Avenue in Sunny Isles Beach, Florida. <br />The project proposes 431 residential condominium units, 90 condo-hotel units, 60 hotel rooms, a <br />1,177 SF lobby lounge, a 4,776 SF restaurant, a 4,776 SF gym/spa, and 2,161 SF of office space, <br />replacing 349 hotel/condo-hotel units. The main access to the project will be through a two-way <br />driveway located at the east leg of the unsignalized intersection of Collins Avenue and 188th <br />Block. A second two-way driveway north of the main entrance will be provided also accessing <br />Collins Avenue. A third two-way driveway located at the north end of the project will also <br />access Collins Avenue. For the purpose of this traffic analysis, project build-out is anticipated by <br />2017. <br /> <br />An assessment of the traffic impacts associated with the Varadero project was performed. All of <br />the analyzed intersections currently operate, and will continue to operate within the City’s <br />adopted LOS standards. As with existing and future without project conditions, the minor <br />approaches and southbound left movement at the Collins Avenue / 186th Street and Collins <br />Avenue / 188th Block intersections are projected to operate at low levels of service and <br />experiencing some delay. This is due to the fact that for un-signalized intersections the software <br />tends to overestimate delay measurements for the minor approaches and does not account for <br />gaps in traffic created by the upstream signalized intersections to allow the minor street traffic <br />flow. If the minor approach delays do reach the software estimates, observed behavior shows <br />drivers will find alternate routes. <br /> <br />An assessment of circulation as it relates to the valet services during the PM peak hour was <br />performed. The queuing analysis shows that the anticipated queue at the designated valet drop- <br />off / pick-up areas during the typical PM peak traffic conditions can be accommodated within the <br />project site at each of the three proposed stations.
