Varadero <br />Traffic Study <br /> <br />Page 8 <br />2.2 Traffic Counts <br /> <br />Peak hour vehicle turning movement counts were collected on May 27, 2015 between 7:00 and <br />9:00 AM and between 4:00 and 6:00 PM. The latest weekly volume adjustment factors were <br />obtained from FDOT. A peak season conversion factor (PSCF) of 1.03 (for Miami-Dade County <br />North) corresponding to the date of the counts was used to adjust the raw traffic counts to peak <br />season conditions. The counts are provided in Appendix B. Existing volumes at the intersections <br />are graphically portrayed in Exhibit 2. <br /> <br />2.3 Intersection Data <br /> <br />Existing signal phasing and timing for all the intersections were obtained from Miami-Dade <br />County. This information was used for the signal phasing and timing required for the intersection <br />capacity analysis and can be seen in Appendix B. A field survey was conducted to obtain the <br />intersection lane configurations to be used in the intersection analysis. Exhibit 3 shows the <br />existing lane configurations at the analyzed intersections. <br /> <br />2.4 Intersection Capacity Analysis <br /> <br />The Synchro software was used to perform intersection capacity analysis at the analyzed <br />intersections. Synchro is a macroscopic analysis and optimization software application that <br />implements the Intersection Capacity Utilization method for determining intersection capacity. <br />Synchro also supports the Highway Capacity Manual’s methodology for signalized / un-signalized <br />intersections. Exhibit 4 shows the resulting LOS for existing weekday AM and PM peak hour <br />conditions. The analysis indicates that the overall operations of all the intersections analyzed <br />currently operate within the City’s LOS standards. However, minor approaches and southbound <br />left movement at the Collins Avenue / 186th Street and Collins Avenue / 188th Block intersections <br />are currently operating at low levels of service and experiencing some delay. This is due to the fact <br />that for un-signalized intersections the software tends to overestimate delay measurements for the <br />minor approaches and does not account for gaps in traffic created by the upstream signalized <br />intersections to allow the minor street traffic flow. If the minor approach delays do reach the <br />software estimates, observed behavior shows drivers will find alternate routes. Intersection <br />capacity analysis worksheets are included in Appendix C.
