Varadero <br />Traffic Study <br /> <br />Page 20 <br />4.5 Future with Project Intersection Capacity Analysis <br /> <br />Future background traffic and traffic projections for the project were combined to obtain future <br />traffic with project at the analyzed intersections. Exhibit 11 shows the projected turning movement <br />volumes. Exhibit 12 shows the resulting LOS for the weekday AM and PM peak hour conditions <br />for future with the project. The analysis of future with project conditions show that the overall <br />operations of all the intersections analyzed will operate within the City’s LOS standards. As with <br />existing and future without project conditions, the minor approaches and southbound left <br />movement at the Collins Avenue / 186th Street and Collins Avenue / 188th Block intersections are <br />projected to operate at low levels of service and experiencing some delay. As previously <br />mentioned, this is due to the fact that for un-signalized intersections the software tends to <br />overestimate delay measurements for the minor approaches and does not account for gaps in <br />traffic created by the upstream signalized intersections to allow the minor street traffic flow. If the <br />minor approach delays do reach the software estimates, observed behavior shows drivers will find <br />alternate routes.
