Aleman and Associates, Inc. (FRA) was established in January 1987 by Mr. Frank R. Aleman, P.E. and several <br />associates who were employed by Sperry Corporation (now UNISYS). Over the <br />years, FRA has developed into a well-respected, highly technological private <br />consulting engineering and surveying fi rm dedicated to providing professional <br />services and solutions to numerous governmental and private agencies. Mr. <br />Aleman passed away in October 2012, Shareholders of FRA now include Yvette A. <br />Aleman, P.E.; Amazia Kiboko, P.E., PTOE; Mike Yazdani; Dennis Stanton; and Eva <br />Francisco. Today, Ms. Yvette A. Aleman, P.E. serves as President of the corporation and is dedicated to carrying <br />on her father’s legacy for generations to come. <br />FRA is a Minority Owned Consulting Engineering & Surveying Firm; we are certifi ed as a Disadvantaged Business <br />Enterprise (DBE) and Minority Business Enterprise (MBE) with the state of Florida. FRA’s knowledge and <br />expertise lay in Project Development and Environmental Studies; Major and Minor Highway Design - Roadway; <br />Tra ffi c Engineering and Operations Studies; Intelligent Transportation Systems / Tolls Systems Analysis Design <br />and Implementation; Traffi c Operations Design; Surveying and Mapping; Construction Engineering Inspection; <br />Planning; Utility Coordination; and Subsurface Utility Engineering. The FRA Team is comprised of nearly sixty <br />full-time professionals who take pride in doing their jobs exceptionally well. The fi rm has grown to fi ve offi ces <br />located throughout the State of Florida in Miami (headquarters), Weston, Orlando, Tampa and Jacksonville. <br />As consulting engineers and surveyors, FRA conducts business primarily in the State of Florida, however, has <br />customers throughout the United States, Central/South America and the Caribbean. Our largest single customer <br />is the Florida Department of Transportation, though the customer list includes numerous other governmental <br />agencies and many corporations in the private sector. <br />FRA has become well known for our specialty in the analysis, design, development and implementation of <br />advanced traffi c management, toll and intelligent transportation and communication systems of all types. We <br />are a high-tech fi rm with considerable investments in automation research, hardware/software development <br />and computerization. Their software engineers have proven expertise in systems management an excellent <br />track record in the design and implementation of complex traffi c and transportation related systems. We <br />develop application and controller (170, 2070) software as well as high tech communication systems. This <br />organization brings a systems management approach to engineering solutions. Our engineering, management <br />expertise and experience provide the ability to design, develop and manage total systems with varied <br />requirements from the formulation stage through the operational, support and evaluation phases. <br />For nearly a decade FRA has been providing services as the Engineer-Of-Record for various design-build <br />contractors throughout state of Florida. The scope of design services provided by FRA encompasses roadway, <br />highway, communication, electrical, and design of cutting-edge-technology of ITS components. FRA has <br />extensive experience and knowledge of scheduling challenges involved with the design-build projects. Our <br />design team has successfully completed every project ahead of the projected design schedule. <br />In order to supplement and expand FRA’s then existing survey services, FRA acquired an 18 year old survey <br />and mapping fi rm in 2002, Fernando Z. Gatell, P.L.S., Inc. (FZG). FZG is now known as FRA, all of FZG’s staff <br />remained and we have since further expanded our combined survey resources by adding even more state-of- <br />the-art equipment and survey personnel. FRA’s survey experience includes both prime and subconsultant roles <br />on numerous Districtwide Survey and Mapping contracts, as well as project specifi c design and construction <br />contracts. <br />Additionally, FRA has been recognized by Hispanic Business Magazine, since 1998 among the “Top 500 largest
