10. Add a new Objective 16 and policies 16A. — 16F. as follows: <br /> Objective 16 — Complete Streets <br /> Provide a safe, convenient and active transportation system of"Complete Streets". <br /> Policy 16A. The City, in coordination with other transportation agencies, shall identify <br /> and implement projects and improvements that will transform its roads into "Complete <br /> Streets" that accommodate all appropriate modes of travel and enable safe access for all <br /> users. The planning, design and construction of all transportation project shall consider <br /> complete street features appropriate to the context of the transportation corridor. <br /> Policy 16B. The City and its transportation partners shall continue to implement <br /> strategies to improve bicycle and pedestrian ways which safely and conveniently connect <br /> residential areas to recreational areas and major activity centers, and which safely <br /> connect bicycle and pedestrian ways along major thoroughfares throughout the City. <br /> Policy 16C. The City shall encourage Land Development Regulations requiring that new <br /> subdivisions, re-plats, planned unit developments, and site plans accommodate bicycle <br /> and pedestrian traffic needs. Similarly, to the extent feasible, multiple family residences <br /> as well as shopping facilities, recreational areas, schools, and other public uses shall <br /> provide storage areas for bicycles. <br /> Policy 16D. The City, in coordination with FDOT, shall require pedestrian and bicycle <br /> facility improvements whenever major roadway construction, street resurfacing or <br /> restriping occurs, or when shoulder or drainage improvements are made. <br /> Policy 16E. The City shall require marked at-grade pedestrian ways or request the <br /> County to incorporate pedestrian-displays at signal installations on major arterials to <br /> reduce the risks of accidents. <br /> Policy 16F. The City shall support activities such as public outreach and informational <br /> campaigns, increased enforcement of traffic safety rules, and advances in intelligent <br /> transportation system infrastructure to reduce the incidence of automobile accidents, <br /> and/or conflicts between automobiles and other transportation modes. <br /> 11. Add a new Objective 17 and policies 17A. — 17F. as follows: <br /> Objective 17 — Greenhouse Gas Emissions <br /> Limit greenhouse gas emissions through the implementation of strategies that reduce the <br /> number of vehicle miles traveled. These strategies may include but not be limited to the <br /> promotion of compact mixed use development that provides for a mixture of residential <br /> and nonresidential land uses in a pedestrian friendly environment with multi-modal <br /> transportation connectivity to other areas; promoting the use of alternate transportation <br /> A-21 <br />
