<br />Professional Qualifications
<br />Thomas Pierro, PE, D.CE, is a Senior Project Manager and Coastal
<br />Engineer with broad experience in project management, planning,
<br />design and permitting, engineering and modeling, plans and
<br />specifications, field investigation, construction oversight, and
<br />feasibility studies of coastal engineering projects. Since 2001, Mr.
<br />Pierro has worked on many shore protection, beach nourishment and
<br />marine structure projects. In 2011, the FSBPA awarded Mr. Pierro the
<br />Jim Purpura/T.Y. Chiu Award for outstanding contribution to coastal
<br />engineering in the State of Florida.
<br />Relevant Project Experience
<br />Project Manager and Senior Engineer, Federal Storm Damage
<br />Reduction Project, City of Delray Beach, Florida
<br />Mr. Pierro was Project Manager and Senior Engineer for Delray
<br />Beach’s federal storm damage reduction project. CB&I is responsible
<br />for all aspects of project design, permitting and construction on a
<br />reimbursable basis with the US Army Corps of Engineers. Tasks
<br />include contractor selection, construction observation, fill volume
<br />verification, permit compliance, pay recommendation, conduct
<br />marine environmental studies, and incorporate environmental
<br />safeguards into the project design to protect offshore reefs for the
<br />renourishment design. Additionally, Mr. Pierro was the Project
<br />Manager and Senior Engineer on the design and permitting of the
<br />Fifth Periodic Beach Renourishment Project constructed in 2013.
<br />Project Manager and Senior Engineer, Central Palm Beach County
<br />Comprehensive Erosion Control Project, Palm Beach County, Florida
<br />Mr. Pierro was Project Manager and Senior Engineer for the Central
<br />Palm Beach County Comprehensive Erosion Control Project. The
<br />project was designed to hold a moderate beach with structures based
<br />on results from two numerical models: the BOUSS2D breaking wave
<br />model and the Delft3D morphologic (sand transport) model. The
<br />modeling effort included development and testing of several
<br />alternatives including beach nourishment and coastal structures to
<br />evaluate the effects of the coastal structures on the local surfing
<br />environment. The results suggested a recommended plan of sand
<br />nourishment and groins to achieve the project objectives. The Delft3D
<br />model was then applied to determine sand placement quantities,
<br />refine structure sizes and locations, and to quantify effects on the
<br />coastal system.
