RFQ No. 16‐06‐01 <br /> 29 <br />10C062016D – 631216982 <br /> <br />Project Manager and Senior Engineer, Coastal Engineering Program, Town of Palm Beach, Florida <br />Mr. Pierro has worked on many facets of the Town’s coastal program since 2006. He performed permit <br />required physical monitoring and Town‐wide analyses including an updated sediment budget and littoral <br />transport evaluation. He designed a 0.8‐acre limestone boulder artificial reef, developed plans and <br />specifications, and managed construction in 2007, which was completed on time and under budget. Recently, <br />Mr. Pierro performed a comprehensive coastal structures peer review and independent assessment for the <br />Town’s planned rehabilitations, which supported adding this component to the Beach Management <br />Agreement. Currently, Mr. Pierro is actively working with CB&I staff on the Southern Palm Beach Island <br />Comprehensive Shoreline Stabilization EIS as Senior Project Manager under the direction of the USACE. <br />Senior Project Manager, Southern Palm Beach Island Comprehensive Shoreline Stabilization Project, Palm <br />Beach County, Florida <br />This project addressed erosion concerns by providing additional storm protection to upland property while <br />minimizing impacts to nearshore hardbottoms. Due to the potential for adverse impacts to hardbottom <br />resources, an Environmental Impact Statement is being developed as required for permitting of the project. <br />Mr. Pierro provides coastal engineering support and oversight in evaluating project alternatives, reviewing <br />numerical modeling results, developing report and permit documents, and coordinating with stakeholders. <br />Principal Engineer Longboat Pass Inlet Management Study, Manatee County, Florida <br />The study was prepared to facilitate and integrate the ongoing management of the Pass and the adjacent <br />Gulf shore beaches. The main objective of the study was to develop a plan for both maintenance of a <br />navigable pass and to identify the most effective method of restoration and preservation of the adjacent <br />beaches on Longboat Key and Anna Maria Island. Developed project alternatives and provided guidance, <br />direction and oversight for development of a comprehensive morphodynamic model using Delft‐3D. The <br />study resulted in specific recommendations for comprehensive management of Longboat Pass, including <br />restoration and preservation of the adjacent beaches, and was submitted for review to the Town of Longboat <br />Key, Manatee County and the FDEP. <br />Principal Engineer, Indian River County Beach Preservation Plan – 2014 Update <br />The County’s Plan was updated to assess the condition of its coastline, performance of prior management <br />activities, and evaluate the continued use of beach nourishment versus implementation of coastal structures <br />as future management strategies. Numerical modeling assessed project performance. A storm impact <br />analysis coupled with GIS quantified reduction in property damages with a project in place. A recreational <br />benefits analysis assigned an economic value to the beaches. Design, permitting, construction, and <br />monitoring costs were optimized to develop long term, cost effective management strategies for the next 30 <br />years. Mr. Pierro was responsible for providing technical oversight for the Delft‐3D numerical modeling and <br />general coastal engineering analyzes. <br />Principal Engineer, Blind Pass Inlet Management Study, Lee County, Florida <br />Under Mr. Pierro’s guidance, his team is developing an updated sediment budget for the inlet and evaluating <br />strategies of inlet sediment management with the objective of balancing the sediment budget between the <br />inlet and adjacent beaches and maintaining Blind Pass as an open inlet. The study includes gage deployment <br />and bathymetric survey collection in addition to gathering of existing data needed to execute the numerical <br />model, Delft‐3D. Mr. Pierro assists in a series of stakeholder meetings held in Lee County, and Technical <br />Advisory Committee meetings held via webinar
