TOMPKINS, PSM <br />Surveyor <br /> <br />Mr. Tompkins has managed a wide variety of surveying and <br />mapping projects for multiple public‐sector clients similar to <br />the District including the U.S. Army Corps of Engineers, and <br />SJRWMD and SWFWMD. His experience in managing large‐ <br />scale projects and his technical and software proficiency make <br />him an asset to the Degrove team. He has extensive <br />experience in managing wide‐range geodetic control surveys, <br />as well as Right‐of‐Way, Boundary, Topographic, <br />Hydrographic, As‐built, and Quantity Surveys, and many other <br />general surveying services. A sample of relevant Degrove <br />projects to which Mr. Tompkins has contributed is found <br />below. <br /> <br />USACE – Topographic and Hydrographic Survey, Bal <br />Harbour, Miami-Dade County (2013) – Surveyor for survey to <br />support shoreline monitoring and shore protection design. <br />Completed hydrographic survey as crew chief responsible for <br />offshore borrow area and preliminary data processing. Provided <br />onsite technical support for electronics and software. <br />USACE – Topographic and Hydrographic Survey, Broward <br />County (2013) – Surveyor for survey to support shoreline <br />monitoring and shore protection design. Completed <br />hydrographic survey as crew chief responsible for offshore <br />borrow area and preliminary data processing. Provided onsite <br />technical support for electronics and software. <br />USACOE Jacksonville District – Bartram Island, Cells A, B, F & G, Multiple Surveys – Duval County (2005‐ <br />Present) – Project Manager for all Tasks since 2008. Degrove has performed various surveys at this unique island <br />disposal area in the St. Johns River. Most recently, Degrove has been completing topographic/record surveys at <br />various phases of construction and using profile/elevation data to calculate earth volumes, which determine <br />payment received by the contractor. Additional types of surveys performed have included: Topographic, <br />Hydrographic, Control, Wetland Mitigation, Construction Stakeout, Volume Calculations for payment in <br />Construction Support, Design Surveys and As‐built Surveys. <br /> <br />USACOE Jacksonville District – Fisheating Creek Topographic and Hydrographic Survey(s) – Glades and <br />Highlands Counties – (2009, 2010) ‐ Project Manager for two separate Tasks for the Fisheating Creek <br />Watershed. Degrove was tasked to collect topographic data on 288 cross‐sections (86 miles), 158 miles of road <br />centerline, 81 structures of various types, along with 96 miles of hydrographic data. The first task in 2009, <br />approximately 40%, had a completion schedule of 90 days. The project was delivered three weeks ahead of <br />schedule. <br /> <br />USACOE Jacksonville District – Fernandina Beach Renourishment Project – Nassau County (YEAR) – Completed <br />Volume computations for this 4‐mile beach renourishment project. Responsibilities included combining <br />hydrographic data, GPS data, and conventional survey data to produce a DTM used for volume computations on <br />an active construction site. Degrove provided onsite surveying services 7 days a week for 4 1/2 months.
