B.1 Introduction

Founded in 1971, Degrove Surveyors, Inc. has established itself as a leader in the surveying and mapping
profession. A Jacksonville‐based small business, Degrove has worked extensively throughout the state
of Florida, as well as many other locations throughout the southeastern United States. We serve a
diverse group of repeat public and private‐sector clients, including the Jacksonville District of the U.S.
Army Corps of Engineers, many of the Water Management District, Florida Department of
Environmental Protection, U.S. Forest Service and many other public and private entities. Through
many years of service to public/government clients, Degrove has gained a reputation of consistently
delivering reliable survey information within specified timelines – no matter the size, complexity, or
unique challenges of the project.

Currently serving in our third consecutive surveying contract with the Jacksonville District of the Corps of
Engineers. As part of this contract we have completed 27 separate beach monitoring and construction
support surveys exactly the same or very similar to the project covered by this solicitation. Degrove
maintains a superior combination of expert professional and technical personnel, state‐of‐the‐art survey
equipment, and specialized experience – all making our firm highly qualified and well prepared to serve
City of Sunny Isles Beach. We possess the necessary specialty vehicles and vessels to navigate and
survey in the environment that will be encountered for this project.

Our team is led by four Florida‐licensed professional surveyor and mappers who possess over 100 years
of combined experience. These surveyors offer the District a diverse level of expertise that is rarely
found in a single survey firm. While headquartered in Florida, Degrove is also licensed to practice
surveying and mapping throughout the southeastern coastal United States, including Florida, Georgia,
Alabama, Mississippi, North Carolina, South Carolina, and Louisiana.

With in‐house capabilities and expertise in surveying, mapping, hydrographic surveying, subsurface
utility location, and CADD/GIS,

Team Organization

As demonstrated in this statement of qualifications, Degrove Surveyors, Inc. is the prime respondent in
this submittal, and will provide all of the necessary services. Degrove President, Gordon R. Niles, P.S.M.,
C.H., will serve as the Project Manager and will be the City’s daily source of contact for the life of the
contract.

Project Management – Lines of Responsibility and Methodology

In the role of Project Manager, Degrove President Gordon R. Niles will review in detail all Statements of
Work (SOW) that Degrove receives from the City and prepare a proposal. Upon being issued a Task
Order, he will assume all responsibility for the completion or delegation of all aspects of the project
(research, planning, adherence to timelines, allocation of resources, management of field crews, daily
progress reviews and performance of the hydrographic survey). Further, it becomes his responsibility to
ensure that Degrove’s protocol for project management methodology is adhered to.
