bowmanconsulting.com <br />WSM will continue the profiles from the landward side to seaward side. The hydrographic survey will be completed during high tide and <br />calm seas to ensure a 25’ overlap with the topographic data and the profile will continue seaward to an elevation of -30.0’ or a distance <br />from shore of 3000’ (whichever comes first). Hydrographic data collection will be collected at 1 foot intervals to ensure nothing is missed <br />along the ocean floor. WSM is positioned to gather additional data to blend in with the Additional Technologies to Consider as detailed <br />above. Bar-checks shall be performed at the beginning and end of each day. <br />Data Processing and Deliverables <br />The Topographic data will be processed using Trimble’ Business Center Software. The hydrographic data will be processed using Hypack <br />Software. The two data sets will be merged together to create one final data set. The data will be formatted as required by the Standards. <br />A detailed signed and sealed Surveyor’s Report will be completed by the Bowman Project Manager certifying to the accuracy of the data, <br />the adherence to the Standards and in accordance with the Standards of Practice for Surveys. Additionally, drawings and exhibits can be <br />generated from the data if requested. <br />Equipment <br />Together, Bowman and WSM have the necessary equipment and staffing to efficiently complete the project. This equipment includes: GPS <br />equipment, ATVs, a USACE certified hydrographic boat, 3D laser scanner, trucks, trailers and data collection devices. <br />Scheduling Methodology <br />Projected Timeline/Schedule <br />Bowman Consulting understands that responsiveness is a key component of a project’s success. We recognize the importance of keeping <br />projects on schedule and within budget to enable the staff to meet milestones tied to funding and complete critical City projects. Our team <br />will work diligently to develop a schedule that maximizes the survey crew’s time on site and minimizes time spent on the road. Upon <br />receipt of a task order proposal request from the City the Project Manager, Mr. Richard Barnes, PSM, will prepare a response proposal and <br />submit to the City within five (5) business days. Once the proposal is reviewed and accepted, a purchase order will be issued to perform the <br />work. Before work is scheduled to begin, Mr. Barnes will hold a project kick-off meeting. It is standard practice for Bowman Consulting’s <br />Project Manager to meet and discuss with the client to understand the end use of the deliverable and requirements for every survey assign- <br />ment. Mr. Barnes will communicate with the City Project Manager on the status of the project progress as scheduled. <br />Time and Budget Considerations <br />Bowman Consulting will be responsible for overseeing, managing and conducting all surveying activities for the City of Sunny Isles Beach. <br />Our meticulous project management procedures will ensure that all tasks assigned by the City will be successfully delivered on time and <br />within budget. Mr. Barnes will ensure that time and budget requirements are met; he will meet with the proper City representatives when <br />a task order is issued, collect information from the City, visit the site as needed to get a complete understanding of the project extents and <br />restraints, and prepare a lump sum proposal based on the agreed-to hourly rates. <br />Wherever possible, the Bowman Consulting team will utilize existing documents, surveys and other information to streamline tasks and <br />reduce the cost to the City. Our experience in Florida, from the Panhandle to the Keys, has provided us the opportunity to access statewide <br />data sets consistently saving our clients time and money on their projects. We utilize all online and open-source resources for geospatial <br />information including Florida Department of Revenue (GIS Shapefiles), FDEP Land Document Search (TIITF historical records), LABINS <br />(survey control, PLSS records and water boundary information), Florida Geographic Data Library (FGDL), City Land Records, ArcGIS <br />and Google Earth PRO. When modern technology fails, Bowman still succeeds for our clients. We bring extensive experience with in-per- <br />son records research (City courthouses, DOT District Offices & Water Management offices). <br />Mr. Barnes will work together with the City’s Project Manager to ensure that this proposal is prepared according to the City’s needs and <br />requirements. Once the proposal is reviewed and accepted, a purchase order will be issued to perform the work. We will employ a quality <br />assurance/quality control (QA/QC) system to every task to ensure the quality of work and documents prepared for each project. <br />Tab 3 <br />Approach/Methodology <br />Page 26
