bowmanconsulting.com <br />Quality Assurance / Quality Control <br />The Bowman Consulting team has a QA/QC system in place for all of our projects to ensure the quality of work and documents prepared <br />for each project. The QA/QC Manager will be responsible for overseeing and managing the Bowman Consulting Quality Assurance <br />System. This system ensures that the needs and requirements of the client and governing agencies are met, and that a well thought <br />out and cost effective solution is produced. QA/QC is a continuous mindset that runs the course of the project and cannot be inserted <br />intermittently or added at the end. Based on the scope of work, standards checklists are tailored to exactly match the needs of each <br />project, and for each individual involved with the project. Field crews, CADD Technicians, Licensed Surveyors and Project Managers are <br />each responsible for verifying that the work they supervise is in accordance with project requirements and Standards of Practice. Through <br />this system, we conduct kick-off meetings, perform QA/QC on field data and office computation, CADD drawings, and final QC and post <br />mortem meetings to keep the communication lines open and productive. The following highlights the general procedures of our system. <br />Depending on the type of project, the system is customized to ensure appropriate interim reviews and input from the client. <br />Tab 3 <br />Approach/Methodology <br />Scoping Meeting with Client <br />• Determine scope <br />• Determine schedule <br />• Gain additional background information from client <br />• Understand client’s goals & deliverable requirements <br />• Project Manager to walk site <br />• Prepare proposal <br />Internal Kick-Off Meeting <br />• Secure site access <br />• All project staff attends <br />• Discuss overall project issues and solutions <br />• Discuss client expectations <br />• Ensure continuity of project from start to finish <br />• Survey staff gets benefit of senior staff’s experience <br />Project Work Begins <br />• Compile research from land records and others <br />• Prepare field package based on compiled data <br />• Kick-off meeting with field crew on site <br />Project Process <br />• Field Crew collects data in the field and forwards data to the Project <br />Manager and Survey Technician at the end of each day <br />• Survey Technician processes field data each morning; verifies that <br />checks are being made in the field and coordinates with field crew <br />• Once the field work is completed, data is compiled and drawings <br />are produced <br />Final QC <br />• Project Manager to walk site and review survey and plats <br />• Ensure all surveying work is done in accordance with <br />client’s standards and specifications <br />• Ensure that scope of services was completed according <br />to contract <br />• Ensure that final deliverable meets the client’s standards <br />• Ensure that Florida Statute 472 (Land Surveying and <br />Mapping) and Florida Administrative Code FAC 5J- <br />17.051/052 (Standards of Practice) are met. <br />Post Mortem <br />• Review project costs against budget <br />• Review major project issues, if any <br />• Discuss what can be done better <br />• Meet with client for input on performance <br />Resource Sharing Program <br />Responsiveness and being readily available to our clients have become key components of the firm’s success in a challenging economy. For <br />this contract, we will work diligently to develop a schedule that maximizes the survey crew’s time on site, and minimizes time spent on the <br />road, adding virtually no cost to the project. Our resource sharing philosophy allows us to share staff, including field crews and office staff, <br />based on project needs. This strategy gives us the advantage of being able to pull manpower to handle larger projects on very short notice, <br />allowing us the resources to complete each project on time. Our field crews do not need to report to our offices in order to coordinate with <br />Page 29
