Summary Minutes:Regular City Commission Meeting May 19,2016 City of Sunny Isles Beach,Florida <br /> which includes a small contingency for any unknowns that we may encounter. <br /> Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br /> resolution,as amended. Resolution No.2016-2555 was adopted by a voice vote of 5-0 in <br /> favor. <br /> 10I. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Waiving the <br /> Competitive Bidding Requirements for Mosaicist, Inc. as a Sole Source Vendor; <br /> Approving an Agreement with Mosaicist, Inc. for Repair and Installation of Tiles for <br /> the Government Center Fountain, in an Amount Not to Exceed $68,073.50, Attached <br /> Hereto as Exhibit"A"; Authorizing the Mayor to Execute Said Agreement;Authorizing the <br /> City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an <br /> Effective Date. <br /> Action: City Clerk Hines read the title, and Capital Projects Manager Elka Linton-Dorsett <br /> reported that in June 2015 as part of a broader project the City undertook repairs to the <br /> existing Fountain. We have had ongoing maintenance issues with the Fountain,and so that <br /> was the attempt to restore it to its original glory. It has been a long process because the tile <br /> was installed in 2005, and it was a feat to find tile that matched. We finally identified one <br /> vendor who can specialty-make the tiles to match what we have and work it into the existing <br /> Fountain. We attempted to find alternate vendors for the provision of the tile unsuccessfully <br /> as far as the install which is specifically addressed in this Resolution. We received one other <br /> bid for the installation but it was approximately $20,000 more. <br /> Public Speakers: None <br /> Commissioner Aelion said granted eleven (11) years is a long time which is good, it has <br /> served its purpose, as far as maintenance, all the dullness happens as a result of hard water <br /> and it kills the shine, the chemicals that you add, and we have Public Works maintaining it. <br /> City Manager Russo said we are addressing that issue and we believe it may be the chemicals <br /> combined with the method of maintenance over the years that deteriorated it. You have two <br /> (2) key points: the deterioration was what was up to and just above the water level but the <br /> challenge was,one might say just change it,clean just above the water level and put it all the <br /> same color and call it a day, but that was the art look for this project back then. That mosaic <br /> was an artistic design and this is literally placing these tiles to blend them in with the whole <br /> mosaic that is there. Mayor Scholl said we are paying for an artistic outcome. <br /> Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br /> resolution. Resolution No. 2016-2556 was adopted by a voice vote of 5-0 in favor. <br /> 10 <br />
