<br />L <br />[ <br />[ <br />E <br />I <br />I <br />E <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER FOUR-ASSESSMENT OF CHANGES TO FLORIDA <br />STATUTES AND STATE AND REGIONAL POLICY PLANS <br /> <br />The changes to the State Comprehensive Plan, Chapter 163, F.S.; and Rule 9J-5 <br />affecting the City that have taken place since the adoption of the comprehensive plan <br />can be found in Appendices A and B. <br /> <br />Changes to the State Comprehensive Plan <br /> <br />Since 2000, when the City adopted its Comprehensive Plan, the State Comprehensive <br />Plan was amended by Chapter 99-378 to include policies related to urban policy in the <br />State Comprehensive Plan. <br />Goal (17) was renamed from Downtown Revitalization to Urban and Downtown <br />Revitalization. The specific goal language was modified to read as follows: "In <br />recognition of the importance of Florida's vital urban centers and of the need to develop <br />and redevelop devoloping ~md redoveloping downtowns to the state's ability to use..." <br />The following policies 4 through 12 were added: <br /> <br />4. Promote and encouraqe communities to enQaqe in a redesiqn step to include <br />public participation of members of the community in envisioninq redevelopment <br />qoals and desiqn of the community core before redevelopment. <br /> <br />5. Ensure that local qovernments have adequate flexibility to determine and <br />address their urban priorities within the state urban policy. <br /> <br />6. Enhance the linkaqes between land use. water use. and transportation planninq <br />in state. reqional. and local plans for current and future desiqnated urban areas. <br /> <br />7. Develop concurrency requirements that do not compromise public health and <br />safety for urban areas that promote redevelopment efforts. <br /> <br />8. Promote processes for the state. qeneral purpose local qovernments. school <br />boards. and local community colleqes to coordinate and cooperate reqardinq <br />educational facilities in urban areas. includinq planninq functions. the <br />development of ioint facilities and the reuse of existinq buildinqs. <br /> <br />9. Encouraqe the development of mass transit systems for urban centers. includinq <br />multimodal transportation feeder systems. as a priority of local. metropolitan. <br />reqional. and state transportation planninq. <br /> <br />10. Locate appropriate public facilities within urban centers to demonstrate public <br />commitment to the centers and to encouraqe the private sector development. <br /> <br />11.lnteqrate state proqrams that have been developed to promote economic <br />development and neiqhborhood revitalization throuqh incentives to promote the <br />development of desiqnated urban infill areas. <br /> <br />12.
