<br />Successes and Shortcomings of Each Element of the Plan <br /> <br />The City is required to assess the successes and shortcomings of each element as they <br />pertain to the local issues identified. Refer to the Major Issue Objective Assessment <br />table on page 17 for information on how specific objectives (related to the issues) within <br />each plan element have been met since the adoption of the 2000 Comprehensive Plan. <br /> <br />Land Use Element <br /> <br />The Land Use policies are intended to guide land use and zoning decisions to meet the <br />City's needs for growth and future development. The Land Use Element is the primary <br />element of the Comprehensive Plan, as its policies significantly influence all other <br />aspects of planning for the City, Conversely, other elements affecting land use may <br />necessitate adjustments to the Land Use plan. The Land Use Element sets forth <br />policies for the location and development of land uses while providing a framework for <br />capital improvement programs to meet infrastructure needs. <br /> <br />Major emphases of the current Land Use Element include but are not limited to: <br /> <br />· Identifying the location of urban growth through 2015 and emphasizing the <br />protection of the environment and existing residential areas, while encouraging the <br />redevelopment of obsolete commercial and beachfront development. <br />· Periodically maintain the Future Land Use Map, the development procedures and <br />the Land Development Regulations to ensure consistency with the goals, objectives <br />and policies of the Plan. <br />· Encouraging urban design programs which promote quality redevelopment and the <br />development of pedestrian-oriented commercial areas. <br /> <br />The City of Sunny Isles Beach has made progress in addressing the above features of <br />the Land Use Element, which have had positive social and economic impacts on the <br />City, such as encouraging redevelopment in the areas specifically described within this <br />element. <br /> <br />The City has also incorporated tools in which to further generate redevelopment, such <br />as Transfer of Development Rights (TORs) and a Town Center Overlay District. The <br />TORs are designed to promote revitalization and increase the economic base of the City <br />by shifting the rights from lands acquired by the City for a variety of uses. Also, the <br />overlay district is intended to encourage redevelopment efforts in the Town Center of <br />Sunny Isles Beach, <br /> <br />Much remains to be done, however, to make effective use of limited land, particularly as <br />population numbers grow as predicted. A challenge for the City will be to provide <br />adequate level of services required, based on the amount of population growth the <br />municipality will encounter, Funding for level of service standards may be reached <br />through public/private coordination with developer incentives, The Mixed-Use category <br />within the identified redevelopment area has been and will be an important tool <br />furthering the potential of the area to attract development.
