Transportation Element

The Transportation Element calls for maintaining an integrated multimodal
transportation system with an emphasis on public transportation and greenways. The
City of Sunny Isles Beach has implemented its own public transportation system in the
form of a free community shuttle that runs daily. The Miami-Dade Transit Authority
operates five Metrobus transit routes which connect the city to regional activities and to
the Metrorail and Metromover,

Furthermore, the City is currently planning to provide vehicular as well as pedestrian
access and connections along North Bay Road. This would add an alternate parallel
facility to Collins Avenue and a substantial pedestrian element to the Greenway,
Pedestrian, and Bi'cycle Objective in the Transportation component of the
Comprehensive Plan.

The City has adopted a level-of-service liE +20" as the standard acceptable LOS. Since
all of Sunny Isles Beach is located with a concurrency excepted area, the LOS adopted
is appropriate for its roadways,

Over the last two years, the City has made significant progress in providing both
aesthetic improvements to the Collins Avenue corridor and better pedestrian access
and circulation throughout the City, With respect to project related transportation
improvements, the City has successfully implemented mechanisms for private
participation in the funding of these improvements through the City's development
review process and application of project impact fees. As mentioned earlier in Chapter
Two, the City has worked very closely with the state to initiate road improvements of its
primary roadways-Collins Avenue and Sunny Isles Beach Boulevard, To further
address traffic congestion and inadequate parking along the beach, the City will look
into public/private partnerships to ensure timely improvements, including development
of a public parking garage

Addressing the implementation of the TCEA is an ongoing process. The City has made
significant strides during the past years through the efforts of the development review
process. The City will revise and/or add transportation and capital infrastructure
objectives and policies pursuant to the new provisions in Chapter 2005-290 concerning
concurrency, particularly as to how mobility will be accomplished within the
transportation concurrency exception area.

Housina Element

The Housing Element is intended to identify and summarize existing and future housing
needs and to maintain the affordable housing stock, which has allowed many of its
senior residents to live independently. The Housing Element includes the following
goals:

· Promote housing choice for all of its residents, including opportunities for seniors to
live independently and affordable housing provided by the private sector.
· Maintain the existing housing stock and eliminate substandard housing.

City of Sunny Isles Beach -
2005 Evaluation and Appraisal Report

Rev, 9/15/2005

Page 57
