<br />CITY OF SUNNY ISLES BEACH 2007 COMPREHENSIVE PLAN <br />EV ALUA TION AND APPRAISAL REPORT (EAR)-BASED AMENDMENTS <br />Policy 2D, P. 26), and Intergovernmental Coordination Element (Application No. 10, amendments 3, 7 and 8, <br />policies 3N, 3R, and 3S, pp. 27 -28) have been revised to address this objection. <br /> <br />Comment 1. Population Estimates and Projections <br /> <br />DCA and SFWMD raised an issue with the City's proposed footnote questioning the veracity of the Shimberg <br />Center for Affordable Housing's population estimates. DCA further notes a discrepancy between the City's <br />proposed amendments to the population estimates in Future Land Use Policy 5C. and Intergovernmental <br />Coordination Policy 3A., and the population estimates reported on the Shimberg Center web site. <br /> <br />It appears that the Shimberg Center numbers were updated between the City's transmittal of the proposed <br />amendments and the present. Based on the City's review, the updates present a more accurate depiction of the <br />City's existing population and projected population growth. The proposed amendments to Future Land Use <br />Policy 5C. (Application No.1, Amendment 13, P. 5) and Intergovernmental Coordination Policy 3A. <br />(Application No. 10, Amendment 1, P. 27) have been revised to update the population figures consistent with <br />the recent Shimberg Center for Affordable Housing estimates, and delete the referenced footnote. <br /> <br />Comment 2. Water Supply Planning <br /> <br />Duplicative - see response to Objection 5. <br /> <br />Comment 3. Community Strategic Plan <br /> <br />DCA cautions that the proposed community strategic plan should not usurp the Comprehensive Plan as the <br />City's primary growth management tool. The City agrees, and assures DCA that it was never its intent to <br />replace or otherwise diminish the Comprehensive Plan's role as the primary planning and growth management <br />document. In order to address this comment, the proposed amendment to the Future Land Use Element <br />addressing the community strategic plan has been revised (Application No.1, amendments 42, 44, and 50, pp. <br />12-13). As can be seen, it is proposed that the community strategic plan be adopted into the Comprehensive <br />Plan as the optional Visioning Element in accordance with Florida Statutes. <br /> <br />Comments 4. and 5., Extensions of Time and Failure to Provide Target Date in Policies <br /> <br />DCA comments that the City should not "put off' its target dates for adoption of urban design requirements and <br />green design guidelines into its land development regulations to 2012. The City respectfully disagrees with this <br />comment. The short term planning horizon for the Comprehensive Plan is five years, or 2012. The 2012 date <br />is therefore appropriate because it represents the Comprehensive Plan's short term planning period. There is <br />nothing in the proposed policies that would preclude the City from adopting these guidelines sooner. DCA <br />seems to be suggesting that the target dates should be set to within one year of submittal of this amendment <br />package. If that were the case, the policies would become outdated shortly after adoption. The City is <br />therefore making no revisions to its proposed amendments to address this comment. <br /> <br />DCA also comments that the City does not provide target dates for Future Land Use policies 13A. and 13B. <br />The proposed amendments to these policies have been revised to provide a target date of 2012 (Application No. <br />1, amendments 27 and 28, Page 10), consistent with the Comprehensive Plan's short range planning horizon. <br /> <br />4 <br />
