<br />CITY OF SUNNY ISLES BEACH 2007 COMPREHENSIVE PLAN <br />EVALUATION AND APPRAISAL REPORT (EAR)-BASED AMENDMENTS <br />APPLICATION NO.5 <br />CITY OF SUNNY ISLES BEACH COMPREHENSIVE PLAN <br />CAPIT AL IMPROVEMENTS ELEMENT AMENDMENTS <br /> <br />1. Amend Objective 1 as follows: <br /> <br />Objective 1 <br /> <br />Upon adoption ofthis plan, tIhe Capital Improvements Element (CIE) and Schedule shall provide for necessary <br />replacement of existing facilities, upgrading of facilities to maintain the adopted level of service standards, and <br />new facilities which are needed and affordable. The measurement of success will be based on adoption of the <br />CIE, and the replacement or upgrading that maintains the adopted level of service. <br /> <br />2. Add a new Policy under Objective 1 as follows: <br /> <br />Policy IF. The City shall review the available capital improvements plans of other agencies having <br />jurisdiction over infrastructure and services which impacts its adopted Level of Service Standards in order to <br />monitor its ability to meet its Level of Service Standards through the planning period, and ensure the financial <br />feasibility of the Comprehensive Plan. Projects deemed necessary to maintain the Level of Service standard as <br />a result of this review shall be referenced in the City's Capital Improvement Program and Schedule. <br /> <br />3. Add a new Policy under Objective 1 as follows: <br /> <br />Policy IG. The City shall maintain records to determine whether a cumulative 110% de mmlmus <br />transportation impact threshold has been reached, and shall submit such documentation as part of its annual <br />updates to the Capital Improvements Schedule. <br /> <br />4. Add a new Policy under Objective 1 as follows: <br /> <br />PoI icy 1 G. On or before the statutory deadline, the Comprehensive Plan shall be amended to include a <br />financially feasible Five Year Capital Improvements Schedule that documents all projects necessary to achieve <br />and/or maintain the Level of Service Standard or that otherwise implement the Comprehensive Plan. The <br />schedule shall be updated annually through the Comprehensive Plan amendment process. In addition to City <br />projects, the Capital Improvements Schedule shall include projects to be implemented by other agencies that <br />impact its ability to achieve or maintain the adopted Level of Service Standards, including transportation <br />projects that maybe implemented in whole or in part through proportionate fair share mitigation options. <br /> <br />5. Amend Objective 2 as follows: <br /> <br />Objective 2 <br /> <br />Upon "^~doption of this plan, 11and use decisions shall be made in the context of available fiscal resources such <br />that scheduling and providing capital facilities for new development will not degrade adopted service levels. <br /> <br />26 <br />
