<br />CITY OF SUNNY ISLES BEACH 2007 COMPREHENSIVE PLAN <br />EVALUATION AND APPRAISAL REPORT (EAR)-BASED AMENDMENTS <br />6. Replace existing Policy 2A. with a new Policy 2A. as follows: <br /> <br />Policy 2A. Since the City does not provide services or contain public education or health systems and <br />facilities, it is not required that these services be analyzed in accordance with Rule 91 5.016(1)(b) F'i^~'C, <br />However, ','lith grovfth it is anticipated that a school focused on the first fe'N years of the formal education may <br />be necessary in Sunny Isles Beach in the future. Thus, the City will seek to foster the development of such a <br />facility as the population dynamics '.varrant. The City shall adopt a Level of Service Standard for public <br />schools, and include public schools, in accordance with State growth management requirements and the <br />Educational Facilities Element. <br /> <br />7. Amend the portion of Policy 2E. addressing the Level of Service Standrad for Recreation and Open <br />Space as follows: <br /> <br />2E. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Park & Recreation - The City's minimum level of service standard for the provision of recreational open <br />space shall be 2.75 acres of public and private recreation space, including beachfront, per 1,000 residents. <br />Expansion and improvement of open space and recreational lands and facilities as provided in the Open Space <br />and Recreational Element Objective 3 shall be provided to facilitate the geographic balance of future City park <br />and recreation facilities not withstanding the satisfaction of the gross level of service standard. <br /> <br />8. Add a new Policy under Objective 2 as follows: <br /> <br />Policy 2F. The City shall review the water supply facility workplans of Miami-Dade County and North <br />Miami Beach, as they are adopted and/or periodically updated, in order to identify alternative projects that will <br />increase its water supply, and shall coordinate with Miami-Dade County and North Miami Beach, as <br />appropriate, in the implementation of these projects. In addition, the City shall prepare a Ten- Year Water <br />Supply Facilities Workplan in accordance with State requirements, and shall include projects listed in the <br />W orkplan in its Capital Improvements Schedule. <br /> <br />9. Add a new Policy under Objective 3 as follows: <br /> <br />Policy 3F. The City of Sunny Isles Beach shall include proportionate fair share mitigation options in its <br />concurrency management program, consistent with the requirements of Chapter 163, Florida Statutes. The <br />intent of these options is to provide for the mitigation of transportation impacts through mechanisms that might <br />include, but are not limited to, private funds, public funds, contributions of land, and the construction or <br />contribution of facilities. Transportation facilities or segments identified for improvement through the use of <br />proportionate fair share mitigation options must be included in the CIE, or in the next regularly scheduled <br />update of the CIE. <br /> <br />10. Amend Policy 5A. as follows: <br /> <br />The City shall enact by ordinance, through its Land Development Regulations and Comprehensive Plan, shall <br />implement a concurrency management system that accomplishes the addresses all Florida statutory <br />requirements. The Concurrency management system shall be incorporated into the Land Development <br />Regulations and shall be implemented upon plan adoption.
