On or before the statutory deadline, the Comprehensive Plan <br />shall be amended to include a financially feasible Five Year Capital Improvements Schedule that documents all <br />projects necessary to achieve and/or maintain the Level of Service Standard or that otherwise implement the <br />Comprehensive Plan. The schedule shall be updated annually through the Comprehensive Plan amendment <br />process. In addition to City projects, the Capital Improvements Schedule shall include projects to be <br />implemented by other agencies that impact its ability to achieve or maintain the adopted Level of Service <br />Standards, including transportation projects that maybe implemented in whole or in part through proportionate <br />fair share mitigation options. <br /> <br />11. Amend Policy 5B. as follows: <br /> <br />Policy 5B. Upon plan adoption, nNo development order or permit shall be issued which would result in a <br />reduction of adopted levels of service, unless projects necessary to achieve or maintain adopted levels of service <br />are included in the Capital Improvements Schedule and in place prior to development, or within the timeframe <br />prescribed by Florida Statutes.
