Bell, AICP <br /> <br />RE: <br /> <br />Executive Summary <br />Proposed Adoption of EAR-based Ameli <br /> <br /> <br />DATE: <br /> <br />December 13, 2007 <br /> <br />The City of Sunny Isles Beach adopted its Comprehensiv Evaluation and <br />Appraisal Report (EAR) in September 2005. The EAR w equently found <br />sufficient by the Florida Department of Community A' ). As the next <br />step in this proces e City has prepar pplications for <br />amendments to the Com d EAR. These <br />amendments are intended to: implement the recommen contained in the <br />City's adopted EAR; generally update the Comprehen Ian and its goals, <br />objectives and policies; address issues that have ari Ince the date of the <br />EAR, and; address subsequent changes in State gro anagement legislation. <br />The amendments are collectively referred to as .~- ased amendments. The <br />11 applications correspond to the Comprehehsive Plan elements to which <br />amendments are recommended, and the Monitoring & Evaluation Provisions. <br /> <br />The City approved transmittal of its EAR-Based Amendments to DCA for <br />preliminary sufficiency review upon first reading of the adopting Ordinance on <br />May 17, 2007. In the August 24, 2007 Objectives, Recommendations and <br />Comments (ORC) Report, DCA provided five objections and four comments to <br />the proposed amendments. The City's response and proposed corrective <br />actions are as follows. <br /> <br />The proposed amendments to Future Land Use Policy 15A. (Application No.1, <br />Future Land Use Element Amendment 32, pp. 8 - 9) have been revised to <br />remove language that might be interpreted to suggest that the City is increasing <br />densities and intensities in the Town Center District beyond what is presently <br /> <br />1 <br />
