<br />(18) <br /> <br />ABSENTEE BALLOT CANVASSING AND OPENING <br /> <br />1, The Municipal Canvassing Board shall meet to rule on presumed invalid absentee <br />ballots. The Municipal Canvassing Board will further order the opening of valid <br />absentee ballots. Presumed invalid absentee ballots are those which contain one <br />or more of the following deficiencies on the Voter's Certificate: <br /> <br />a, No voter's signature. <br />b, Voter's signature differs from registration document. <br />c, No witness, <br />d. No address or incomplete address of the witness. <br /> <br />2. Those absentee ballots ruled valid will be stamped "Accepted as legal" and will be <br />opened with the rest of the valid absentee ballots. The absentee ballots ruled <br />invalid will be stamped "Rejected as illegal" and placed in a designated storage <br />box. <br /> <br />3, Subsequent to an order to proceed from the Municipal Canvassing Board, Elections <br />Department employees, City employees, and precinct officials will open the valid <br />absentee ballot envelopes by variation. If an envelope contains two or more ballot <br />cards, the Canvassing Board will determine which, if any, of the ballot cards is to be <br />tabulated, <br /> <br />4. When all the voted absentee ballot envelopes are opened, they are given to the <br />Elections Department's Tabulation specialist who will put the cards through a card <br />reader to get a count of the cards. The cards are read a second time and if the two <br />counts match, the votes on the absentee ballot cards are tabulated, If the cards do <br />not match, the absentee ballot cards are reread until a successful comparison is <br />achieved. <br /> <br />5.5 <br />
