<br />(20) <br /> <br />BALLOT PREPARATION AND SYSTEM READINESS SECURITY <br /> <br />1. Ballot Definition: The ballot for each municipal election containing candidate races <br />and/or questions is sent by the City Clerk to the County Supervisor of Elections, or <br />his designee, who will forward the ballot details to the Elections Department's <br />Systems Division. <br /> <br />2. Election programming: The ballot, with candidate races and/or questions, punch <br />positions, precinct and registration data is entered into the election program <br />spreadsheet ETNet 2.X by the Metro-Dade Elections Departments Systems <br />Division. <br /> <br />3, Program software installation: The software programs used for municipal election <br />tabulations by the Metro-Dade Elections Department consist of the following files -- <br />ETNet, Reader, Pseudo and Magic and are version indexed and time-stamped. <br />These program files are archived with the Florida Division of Elections. <br /> <br />4. Equipment readiness testing: Prior to each municipal election, all equipment to be <br />used in that election is activated and its functioning is monitored by the Elections <br />Department's Tabulation Specialist. Exceptions are noted and addressed <br />Malfunctioning equipment is repaired or replaced prior to any official tabulation of a <br />municipal election. <br /> <br />5, System readiness testing: When the ballot definition and programming for a <br />municipal election is completed, an accuracy trial is performed using a 55-card test <br />deck, (or in circumstances where the 55-card test deck is not applicable, a unique <br />test deck) on the equipment to be used. <br /> <br />6, System readiness verification: Upon the completion of the system readiness trial, <br />cumulative and precinct reports are printed, and the accuracy of the count and the <br />fulfillment of all the ballot preconditions are verified by staff of the Elections <br />Department's System Division. <br /> <br />6.1 <br />
