<br />(21) <br /> <br />MUNICIPAL VOTING SYSTEM SECURITY TESTS <br /> <br />1 Design and creation of test votes: The test votes consists of a standard fifty-five <br />card test deck designed to show votes equal to the last number of each possible <br />punch position. Two additional test ballot cards are included, one containing all <br />voted positions to demonstrate overvotes, and one containing no voted positions, to <br />demonstrate undervotes In races where the votes allowed condition is for more than <br />one candidate, additional cards are included or a unique set is created to <br />demonstrate this condition for all candidates. <br /> <br />2. Municipal Logic and Accuracy Tests: The execution of municipal logic & <br />accuracy tests include the three test scenarios described below, <br /> <br />a. Pre-election day test: Two public logic & accuracy tests precede each municipal <br />election. The first pre-tabulation logic & accuracy test usually takes place on the <br />Friday or Monday preceding the day of the election. The City Clerk, <br />representatives of the canvassing board, and or of the candidates or the public, <br />randomly select the precincts to be used in the test. <br /> <br />b. At least one precinct is used. The precincts are tested using 55-card test decks <br />or unique test decks if necessary, The municipal logic & accuracy test is verified <br />and certified by the City Clerk or her designee. <br /> <br />c, Election day test - pre-tabulation: The second municipal pre-tabulation logic & <br />accuracy test takes place on election day immediately before the tabulation of <br />the votes begins, In the second pre-tabulation logic & accuracy test the precinct <br />tests of the initial logic & accuracy test are replicated, verified and certified, <br />individually and cumulatively. The system is then cleared of all counted ballots <br />and a "zero-report" is printed. <br /> <br />d, Election day test -- post-tabulation: When the municipal tabulation is completed <br />and the election file is "saved," all precincts are cleared of counts and a <br />"zero-report" showing no counts is printed. The precinct tests of the previous <br />logic & accuracy tests are replicated, verified and certified, individually and <br />cumulatively. <br /> <br />3. In the event of an error being identified during the municipal logic & accuracy test, <br />the tabulation input file will be changed to correct the error condition by the Elections <br />Department's Systems Division personnel on site, under the direction of the City <br />Clerk or their designee. The Logic and Accuracy test will be repeated and certified <br />by the municipal clerk. <br /> <br />4, The results of the logic & accuracy tests are certified by the City Clerk who signs, <br />dates, and writes the time on both precinct and cumulative reports. The City Clerk <br />also completes signs the Certification of Logic and Accuracy Report form. <br /> <br />5, Copies of test results including all printed reports along with the micro disk, test <br />ballots, precinct header cards (if they are used), and system logs are retained <br />under seal by the City Clerk. <br /> <br />6. Security of the voting system: Prior to the first pretabulation test, the election <br />definition file is retained by the Director of the Systems Division or his designee. The <br />election definition file is maintained on a single micro disk, Two backup copies of the <br /> <br />6.2 <br />
