<br />(24) <br /> <br />MUNICIPAL BALLOT TABULATION PROCESS <br /> <br />1. Counting and reconciling ballots: A Ballots Accountability Form from each precinct <br />shows ballots issued and received; voted ballots are subjected initially to a hand <br />count by precinct officials, and if necessary a machine count and finally a tabulation <br />count. The number of ballots cast counts must be reconciled with previous counts, <br /> <br />2, Processing and reconciling absentee votes: absentee ballots are subjected initially <br />to a hand or a machine count, and then to a tabulation count. Both counts must be <br />reconciled. <br /> <br />3, When a damaged card is found at a reader, the Elections Department's <br />representative will encode the duplication ballot (Exhibit VI) with the same code as <br />on the original and a true duplicate will be made. The original will be placed in a <br />duplication envelope (Exhibit VII), the label on which will be completed with the <br />pertinent information. <br /> <br />4.
