Park and Beachfront Master Plan <br />The purpose of this study would be to develop a park and recreation plan that will address <br />current and future needs. As part of this effort, a master development plan for each park <br />site would be addressed. Though some parks have currently been planned and are under <br />development, the Park Master Plan would help address future plans and proposals for <br />these locations, as well as, address the sites that have been identified, but for which plans <br />have not been developed. Additionally, the Master Plan would help determine if <br />additional park land would be required and potential locations, if appropriate. <br />The use of a consultant who is a landscape architect and whose area of expertise can <br />address appropriate recreation standards, based on current demographics and projected <br />growth, ensures that the Park and Beachfront Master Plan will provide proper direction <br />for the present conditions -and future growth of the City. Additionally, the Master Plan <br />would address the various public beach access points and ways to enhance these <br />locations. If the City is desirous of developing a concession plan, the locations, <br />regulations and elements of the concession strategy would also be part of this study. <br />Economic Development Study <br />This type of study utilizing surveys as the initial methods of data collection, helps <br />identify economic development needs that are desired by the residential population, <br />developers, land owners and the tourists that frequent the area. Firms who specialize in <br />this type of services have the expertise to provide the needed survey instruments and <br />obtain a high level of responses so that the survey data is comprehensive and relevant to <br />the concerns being addressed. From the findings, an economic development plan to <br />attract the desired services and businesses can be developed. It is important that the <br />resulting plan be utilized and incorporated into the revitalization strategies that will be <br />developed. <br />Implementation and Probable Costs <br />Each of the studies identified above should be undertaken by a consultant who has a <br />demonstrated track record and expertise in the areas to be addressed. The selection of a <br />consultant can be undertaken in several different ways. For certain tasks it may be <br />possible to engage a consultant firm for an assignment with a fee of $10,000 or less. In <br />the case of studies that exceed that cost parameter, the selection of the consultant should <br />be based on a Request for Qualification (RFQ) process. <br />The RFQ process requires that we publish a notice and make available a prospectus of the <br />consultant services that are being requested. Normally, a three to four week time period <br />is permitted to allow responses. A Recommendation Committee is named. All responses <br />are reviewed and a short list of the most qualified proposers is determined by the <br />committee. Firms on the short list are invited in for presentations before the committee. <br />Members of the committee rank all presenters and recommend the preferred consultant. <br />Based on these results the City Manager can make a recommendation for approval to the <br />City Commission. <br />3 <br />
