The rationale behind utilizing the above described process is to ensure that the most <br />highly qualified firm is engaged to undertake the assignment. Additionally, the <br />consultants tend to put together a team of firms or individuals that have the required <br />experience and expertise to meet the requirements called for in the notice to prospective <br />respondents. <br />Though, Miami -Dade County and the State of Florida may maintain lists of qualified <br />consultants for certain types of assignments, the specific nature of the studies needed in <br />the City of Sunny Isles Beach, necessitates undertaking an RFQ process. <br />With regard to costs, plesase note that the fees quoted below are approximations based on <br />some very informal discussions. It may be possible to engage a consultant to perform the <br />preliminary Streetscape Concept Plan for a fee of $10,000. The completion of a full <br />Streetscape Master Plan would cost in the range of $55,000 to $75,000, not including the <br />required surveys to produce construction documents. The surveying and construction <br />document phase would probably require an additional $60,000 to $70,000 to complete <br />citywide. <br />The various revitalization strategies will vary in cost based on the complexity of each of <br />the areas. In the case of North Bay Road, a study in the range of $20,000 to $25,000 may <br />be feasible. For Sunny Isles Boulevard including Collins Avenue south of 163`d Street <br />(including the City Hall site), a much more complicated area to address, a revitalization <br />study may require a fee in the $50,000 to $60,000 range. The west of Collins Avenue is <br />another very complex area and due to the need to address the numerous retail issues and <br />develop a zoning classification that would encourage the desired effects a fee as high as <br />$75,000 may be required. <br />With regard .to the economic development study, a firm may be engaged for a fee of <br />$10,000. This economic analysis will play a role in the preparation of the revitalization <br />strategies that will be developed. <br />My recommendation, due to the number of critical projects that are currently underway, <br />is that all of these studies need to occur during the current fiscal year. Based on the <br />estimates above, an initial appropriation in the range of $165,000 to $180,000 would be <br />necessary to initiate all of the studies. An additional appropriation of $115,000 to <br />$145,000 would be required in order to complete the studies as described above. <br />I look forward to the opportunity to discuss this information with you and to show you <br />some examples of the types of studies that can be obtained through these processes. <br />MSD:mm <br />c: Lynn M.
