Figure 11
indicates the vehicles currently used in support of parks and recreation services provided by
the City of Sunny Isles Beach. The replacement cost of the vehicle fleet, divided by peak
population in 2001, yields a LOS standard of $12 per person. Impact fee revenue may be
used to expand the vehicle fleet but not replace vehicles as they wear out. TA and City staff
discussed minimum thresholds for vehicles and equipment to be eligible for impact fee
funding. For the purpose of impact fees, we have established a minimum useful life of at
least three years and minimum cost of $8,000.

Figure 11 - Parks and Recreation Vehicles

Type
Shuttle Bus
15-Passenger Van
4WD Pickup Truck
TOTAL

Units

Unit Cost Replacement Cost

3 $93,000 $279,000
1 $25,000 $25,000
1 $25,000 $25,000

5

$65,800 $329,000

Proportionate 2001 Cost per
Share Demand Units Demand Unit
Residential 100% 25,600 Total Peak Population $12

11

Tischler & Associates, Inc.
