<br />MRYOR&COMMISSION <br /> <br />Fax:3056737096 <br /> <br />]un 21 '01 <br /> <br />8:25 <br /> <br />P.03 <br /> <br />- ............__...__. . . . _. . ......... ..____... ....... _n. ........___........ .__. ......... ......_....,......_._. h__ <br /> <br />.; ,.'" <br /> <br />WHEREAS~ the unanimous support of the Council of Coastal Mayors exists for <br />proceeding with prompt implementation of a sand retention system, employing <br />breakwaters and renourishments projects as an integrated system along the beaches of <br />Miami-Dade County; Bal Harbour, Key Biscayne, Miami Beach, Sunny Isles Beach and <br />Surfside; and <br /> <br />WHEREAS, the success of this program is based in large part on the strong <br />support and efforts of the Miami-Dade County Congressional delegation in securing the <br />necessary funds and legislative actions needed to sustain the program; and <br /> <br />WHEREAS, the identification of a uniform set of beach erosion control <br />legislative and funding priorities by Miami-Dade County and the coastal municipalities <br />will assist the Miami-Dade County Congressional delegation in the implementation of <br />those priorities. <br /> <br />NOW THEREFORE BE IT DULY RESOLVED BY THE COUNCIL OF <br />COASTAL MAYORS OF MIAMI-DADE COUNTY, FLORIDA, that the,following <br />list of beach erosion control legislative and funding priorities for the upcoming <br />Congressional session, is hereby adopted and authorized to be transmitted to the Miami- <br />Dade County Congressional delegation, and further, the Miami-Dade County <br />Congressional delegation is urged to support and implement to the greatest extent <br />possible the goals and objectives of the items on the list of priorities. <br /> <br />M.iami-Dade Beach Erosion Control Legislative and Funding Priorities: <br /> <br />1. Oppose proposed changes to existing federal cost-sharing percentages for shore-protection projects, <br />which would reduce the federal share to from 50% to 35%. <br />2. Direct the Corps to expedite the implementation of the Alternative Sand Test Beach Project, by <br />issuing a broad based solicitation for sand that would give preference to domestic sources but would <br />enable the acquisition of non-domestic sources to proceed, if no responsive bids are received from a <br />suitable domestic source. <br />3. Enact corrective legislation within the Energy and Water Appropriations Act, which will rescind the <br />Conference: Report language: in the 1998 Act, which blocked the federal acquisition of sand from non- <br />domestic sources. <br />4. Obtain a $2,000,000 appropriation from the Energy & Water Appropriations Act for further <br />implementation of the Miami Beach Innovative Erosion Control and Sand R.ecycling Demonstration <br />Project, authorized in Section 227 ofWRDA. <br />5. Direct the Corps to expedite the completion of the Miami-Dade County Design Modification <br />document. <br />6.
