Russo, City Manager <br />CITY OF SUNNY ISLES BEACH <br />17070 Collins Avenue, Suite 250 <br />Sunny Isles Beach, Florida 33160 <br /> <br />Re: Proposal for Professional Services for Phase 1 of the Drainage Improvement Project for the <br />City of Sunny Isles Beach. <br /> <br />Dear Mr. Russo: <br /> <br />NOVA CONSULTING, INC., (NOVA) would like to extend our gratitude for the opportunity to provide <br />the CITY OF SUNNY ISLES BEACH (City) with a proposal for professional engineering services <br />for the referenced project. Following our latest meetings and the review of the As-Built survey <br />provided by the City (received September 25, 2001) for the passive park, we have identified two <br />tasks that require immediate attention: <br /> <br />1. Development of Pump Station Relocation plans and their incorporation into the project drawings <br />2. Development of a Drainage Master Plan <br /> <br />Completion of these tasks prior to embarking on the bidding process will simplify (1) permitting, (2) <br />construction implementation and (3) project management. Development of a drainage master plan <br />will provide the City the flexibility to phase construction to meet drainage and financial needs and <br />constraints while addressing regulatory permitting requirements. The latter is implied given that a <br />drainage master plan is synonymous with the Conceptual Environmental Resource Permit (ERP) <br />issued by the South Florida Water Management District (SFWMD). The conceptual ERP serves as <br />the umbrella permit under which subsequent permits are issued by the SFWMD, the regulatory <br />agency responsible for issuing Stormwater Management System permits, and the Florida <br />Department of Environmental Regulations (FDEP), the agency responsible for administering and <br />regulating the United States Environmental Protection Agency (EPA) National Pollutant Discharge <br />Elimination System (NPDES) program permits. This is described in greater detail under Task 2 of <br />the Scope of Work (SOW) that follows. <br /> <br />Scope of Work <br /> <br />Task 1.0 Pump Station Relocation Plans <br /> <br />This task involves relocating the trash rack, wet well, valve and flow control boxes, control panel, pad <br />mounted transformer, drainage wells, conveyance manifold, and associated appurtenances. To <br />accomplish this, a suitable site must be identified and potential existing and future conflicts resolved. For <br />the purpose of this proposal, it is assumed that NOVA will be working closely w:th the City to identify <br />potential sites. NOVA will be responsible for reviewing the feasibility of potential sites from a technical <br />perspective, with the City addressing legal, jurisdictional, administrative and acquisition requirements and <br />issues. In addition, it is assumed that site surveying, soil (geotechnical) testing, and intrusive utility <br />identification and location, if required, will be contracted directly by the City, and therefore associated fees <br />are not included in this proposal. <br /> <br />Attachment "A" <br /> <br />Page 1 of 4 <br />J:\ 10200\ 10201 \P\ 1020lP002,doc 10/0B/OI Eng <br />
