Project manager for accrediting through the Commission on Accreditation for Law <br />Enforcement Agencies (CALEA) and monitoring seven federally funded public housing <br />police departments and one public safety department (Oakland) for the U.S. Department <br />of Housing & Urban Development (HUD). In this $7.5 million project, these agencies <br />received police master plans, a police policy manual, and accreditation technical <br />assistance over a five-year period to implement the plans and become accredited: <br /> <br />1. Oakland, California; <br />2. Los Angeles, California; <br />3. Cleveland, Ohio; <br />4. Pittsburgh, Pennsylvania; <br />5. Philadelphia, Pennsylvania; <br />6. Buffalo, New York; <br />7. Boston, Massachusetts; <br />8. Baltimore, Maryland. <br /> <br />. Project Manager for developing a new police department in the U.S. Virgin Islands for <br />the U.S. Federal government; the project included the development of a master plan, <br />police policy manual and a human resources management plan; assistance in selection <br />and promotion of personnel, including the chief of police. <br /> <br />. Consultant for the City of Virginia Beach, a community of 450,000, for 12 years; <br />evaluated internal affairs complaints and administration of discipline; one project <br />included evaluation of all officer-involved shootinl:s in Vir&inia Beach and internal <br />investieations by the Police Department for a five-year period. <br /> <br />. Project Manager for the first nationwide study of "Policing in Public Housing" for HUD. <br /> <br />. Project Manager to develop and administer Community Policing training in San <br />Francisco, Philadelphia, and Baltimore for HUD. <br /> <br />. Project Manager for the provision of Technical Assistance in St. Petersburg, Florida, <br />following a riot; the assistance related to improving relationships between police and <br />public housing residents, as well as providing community policing training. <br /> <br />.........'.. .
