<br />CARROLLD.BURACKER <br />Page Three <br /> <br />This Community Policing training video (Beyond the Badge), produced for the Federal <br />Government, was released to more than 800 municipalities and focused on urban <br />environments. <br /> <br />· Project Manager for comprehensive assessment of the City of Chicago's new $215 <br />million police/fire/EMS emergency communications system and facilities. <br /> <br />· Project Manager for Comprehensive Management Study of the Chicago Housing <br />Authority Police Department (a one-year study and technical assistance, $1.5 million). <br />This project included development of a Comprehensive Police Policy Manual, a human <br />resources management plan, and six additional plans. <br /> <br />· Project Manager for Emergency Dispatch Study in the City of Los Angeles; selected to <br />redo a study conducted by another consulting firm. <br /> <br />· Project Manager for establishing police/security program to reintegrate public housing <br />in Vidor, Texas, after African-Americans had been run out of the development by <br />extremist group; selected and funded by U.S. Government. <br /> <br />· Project Manager to conduct 'threat assessments' in six East Texas cities for U.S. <br />Department of Housing & Urban Development (HUD) pursuant to a Court Order. This <br />project related to alleged civil rights violations of and police services to minorities within <br />public housing in East Texas. <br /> <br />· Project Manager for development of 12 Comprehensive Police Policy Manuals of rules, <br />regulations, and general orders in 12 separate cities. <br /> <br />· Recipient of written commendations from more than 100 municipal, federal, and <br />university officials relative to the quality of police studies and technical assistance <br />(mayors, council members, judge, city managers, police chiefs, police staff, FBI, <br />university faculties); letters available upon request. <br /> <br />· Certified in Federal courts as an expert witness for city governments on law enforcement <br />matters: Alexandria, Norfolk, Miami, Albuquerque. <br /> <br />MILITARY: <br /> <br />· U.S. Army, Military Police (Europe) <br />· Honorable Discharge <br />
