CITY OF HARTFORD

. OmCE OF THE CITY MANAGER
550 Main Street, Hartford, CT 06103

COUNCIL - MANAGER GOVERNMENT

July 3, 2001

Mr. Carroll Buracker
Carroll Buracker & Associates
101 North Main Street, Suite 110
Harrisonburg, Virginia 22802

Dear Carroll,

I know I have been remiss about sending this letter off to you. But as you are aware, the challenges
of municipal management can become distracting. It is difficult to believe that it has been over a
year since you presented your report on the Hartford Police Department to the City Manager and
Council.

,..... .
',"' The report was an excellent evaluation of the Department. You presented a thorough and concise
view of the problems and offered recommendations that are serving as the basis for the
redevelopment of Police service in Hartford.

Our new chief is currently determining the status on the implementation process of the 65 initial
recommendations. Once established, the remaining recommendations will become a significant
reference point for the development of the department's goals and objectives.

Carroll, as always, it was a pleasure working with you and your staff. Your professional approach
combined with the vast experience your staff brings to the table, made the evaluation process so
successful. I look forward to working with you in the future.

~Si:: (Vvj-T~

J es F. Wright IT
eputy City Manager
