<br />') <br /> <br />-Strategic MasterPlan <br /> <br />Subsequent to presentation of our findings and recommendations as well as the <br />consensus developed for a management improvement plan, we will develop a <br />management plan in draft form for review by the City, and in final form. <br /> <br />The management improvement plan will be organized by sections that detail project <br />scope and background of the organization that describes the process used to perfonn each <br />task, the results of each performed task, findings, recommendations, and implementation <br />schedules. <br /> <br />) <br /> <br />The strategic master plan will provide: <br />~ A list of prioritized improvements; <br />~ The cost and time line to implement these improvements; <br />~ Evaluation factors to measure the level of efficiency in implementation; <br />~ Work process, technology, and labor improvements necessary for <br />implementation; <br />)i> Cost allocation procedures necessary to identify program and activity costsl; <br />~ Financial planning, forecasting, and budgetary procedures necessary to implement <br />these improvements; <br />~ Management, administrative, and operations staff modifications necessary to <br />effectively implement these recommendations, addressing as necessary reporting <br />relationships, duties, authorities and responsibilities of affected staff; <br />)i> Employee training with an emphasis on skill based modeling to develop the <br />management skills required for the City to implement the improvements <br />recommended on both a short and long-term basis. <br /> <br />These procedures would identify costs associated with the following: employee costs for service including <br />salaries, available work days, insurance and fringe benefits; equipment costs for service including acquisition, <br />depreciation, insurance and maintenance; and administrative costs including supervisory and staff support, <br />accounting and automated support services; and operating expenses. <br /> <br />) <br /> <br />Page 9 <br />
