Local Issue #S-Mission Statement-

Define/Describe the Issue. How does the past compare to the present with respect to
the issue? How was the issue treated in the existing plan?

The City of Sunny Isles Beach both recognize and believe that because of changing
conditions and continued pressure for redevelopment that have occurred over the last
five years, as well as the need for maintaining City operations at a high level, it needs to
take a leadership role in the formulation of an strategic plan as a component of their
budget plans, including a mission statement consistent with the "Vision of the City" as
stated in the Comprehensive Plan.

The City of Sunny Isles Beach has made good progress in carrying out the Community
Vision Statement of the 2000 Comprehensive Plan. The Plan has a vision statement for
the entire city, which represents a consensus view of residents, property owners,
businesses and civic organizations. The Plan's vision was developed around three key
principles which provided a context for development and change. The key principles
include:

1) Strengthening a sense of community through better integrated and enhanced
services to its residents, visitors, property owners and businesses;

2) Protecting and enhancing the City's coastal resources through improved
access, increased amenities for public use and recreation of natural
environmental conditions along the beaches and shorelines that embrace the
community;

3) Promoting economic opportunity and security through a strategic
revitalization of the hospitality and service industries that form the core of the
City's economic base.

Identify the impacts of the issue
Assess whether the objectives of the plan that relate to the issue have been achieved.
List the objectives in each element of the plan that relate to the issue (matrix format is
recommended) .

The City will continue to face the challenge of rebuilding existing structures without
having a detrimental impact on the overall levels of services and facilities. Managed
growth enhances not only the tax base but the quality of life for the residents,
businesses and visitors in the City.

Including a mission statement for the City will bring positive impacts and result in
amendments to the various elements of the Comprehensive Plan, particularly the
Capital Improvement Element, ICE and Infrastructure Element.

For the City to succeed, it must meet the needs of the citizens it serves. The strategic
planning effort should be flexible enough to be modified because the future often turns
out to be different than originally expected. Continuous updates and revisions should
take new priorities, opportunities and needs into account.

City of Sunny Isles Beach -

2005 Evaluation and Appraisal Report

Rev. 9/15/2005
Page 18
