<br />SECTION 5. INTERPRETATION ; ADMINISTRATION <br /> <br />These administrative rules have been promulgated under the Ordinance. In the event of a conflict <br />between these rules and the provisions of the Ordinance, the Ordinance shall prevail. <br /> <br />The County Manager shall be authorized to interpret the provisions of these administrative rules and <br />their interpretation of any matters governed hereby shall be final and may only be overturned by a <br />majority vote of the Board. The County Manager shall submit recommendations amending these <br />administrative rules to the Board, which may approve or reject such recommendations by majority <br />vote. <br /> <br />The County Manager shall be authorized and required to administer the Building Better <br />Communities General Obligation Bond Program consistent with the Ordinance and these <br />administrative rules. <br /> <br />Building Better Communities Administrative Rules <br /> <br />22 of 22 <br />
