<br />Step 3- Plans/Specifications <br /> <br />Before adoption of the resolution mentioned above, the City must have an assessment plat <br />showing the area to be assessed, with plans and specifications, and the estimate cost of the <br />proposed improvement. Section 170.04, Florida Statutes. <br /> <br />Step 4- Newspaper Notice <br /> <br />After the adoption of the resolution, the City must publish said resolution in the metro section of <br />the Miami Herald. The resolution must be published once a week for a period of 2 weeks in the <br />metro section, Section 170.05, Florida Statutes, <br /> <br />Step 5- Preliminarv Assessment Roll <br /> <br />After the adoption of the resolution, the City must prepare a preliminary assessment roll in <br />accordance with the method of assessment established in the resolution. The assessment roll <br />must show the lots and land assessed and the amount of the assessment against each lot or parcel <br />of land. Section 170.06, Florida Statutes. If installment payments are provided, the assessment <br />roll must show the number of annual installments in which the assessment is divided. <br /> <br />Step 6- Notice to the Propertv OwnerslPublic Hearine <br /> <br />Upon the completion of preliminary assessment roll, the City is required to set by resolution the <br />date and time at which the affected property owners or interested persons may appear before the <br />City Commission to discuss the special assessment. 30 days notice must be provided to the <br />affected property owners before the hearing. The notice must be mailed by certified mail to the <br />property owners addresses as provided by the County Property Appraiser Office, Notice of the <br />hearing must also be published in the metro section of the Miami Herald and the Daily Business <br />Review at least a week a part, Section 170,07, Florida Statutes. <br /> <br />I trust this memorandum will assist you in understanding the process to impose a special <br />assessment.
