John Szerlag, City Manager <br /> <br />Susan Simpson, Cultural & Human Services Director <br />Doug Haag, Assistant City Manager <br /> <br />April 19, 2007 <br /> <br />Interlocal Agreement with Miami-Dade County for the Transit System Surtax <br /> <br />RECOMMENDATION: <br />Approve the accompanying resolution and revisions to the above. <br /> <br />BACKGROUND: <br />The Office of the Citizen's Independent Transportation Tax (OCITT), the oversight board for the <br />distribution, use and reporting of the Transit System Surtax, also known as the People's <br />Transportation Plan (PTP) funds, has submitted a revised Interlocal Agreement to be executed by <br />each municipality that receives these funds. The signed agreement is due to Miami-Dade County <br />by May 1,2007. <br /> <br />Susan Simpson, Cultural and Human Services Director, reviewed the new agreement and <br />compared it with the original. The following are the key points from an administrative <br />perspecti ve: <br />· A new requirement to provide quarterly reports. Under the original agreement, the only <br />submission required was an annual copy of our budget, audit report, and 5-year plan for <br />the funds. This annual submission will still be required. The quarterly reports are <br />additional. <br />· A change of the date in which the annual submission, as stated above, is due from the <br />original, June 1 st of each year, to the revised, November I st. <br />· A separate account for the revenue and expense of surtax funds. We will implement this <br />accounting change in the FY 2007-08 budget document. <br />· The requirement to install signage stating that a project or program was funded, in whole <br />or in part, with surtax funds. To meet this obligation, we would install signs on the <br />community shuttle buses and add a line on the schedules with this statement.
