Edelcup, Mayor <br /> <br />Ir~ <br /> <br />June 21, 2007 <br /> <br />RE: Educational Facilities Impact Fees <br /> <br />Please give favorable consideration to the attached Resolution supporting the School district in its <br />quest to have the County Commission adopt several pending revisions to the Educational Facility <br />Impact Fee Ordinance. The Impact Fee Ordinance hasn't been updated since 1995, and adopting the <br />revisions included in the proposed Ordinance is important to the districts continued ability to provide <br />student seats needed as result of new development. <br /> <br />The main changes to the School Impact Fee Ordinance compared to the existing Ordinance follow: <br /> <br />.:. Assessment to be based on type of unit, # of bedrooms and geographic area, rather than <br />pure square footage, so as to more accurately reflect actual student generation patterns <br />.:. Note: The County's Planning/Research Department has consistently acknowledged <br />and published data and reports indicating that type of unit and geographic location <br />produce different student generation multipliers, i.e. MSA data <br /> <br />.:. Fees to be deposited into 4 as opposed to 3 benefit districts to ensure proceeds stay closer <br />to area of impact. <br /> <br />.:. Annual adjustments for construction cost changes based on state published indicators <br /> <br />.:. Review of methodology, including cost and credits every three years to retain relevance. <br /> <br />.:.
