<br />the "benchmark" list; for example, a bidder may choose to use as its "benchmark" a list <br />associated with a contract with the General Services Administration of the United States. <br /> <br />Bidders may bid fewer than all of the product categories and sub-categories outlined in the <br />Technical Specifications and noted on the bid tables included in section 4.0 of these solicitation <br />documents. For each sub-category, a bidder shall enter on the bid table either a numeral <br />percentage to the nearest tenth (e.g., 35.5%) representing the offered savings, or "N/A" <br />representing that the bidder is not bidding that sub-category. Alternatively, and to avoid <br />submitting many pages filled with "N/ A," a bidder may return only those bid tables containing <br />categories it is bidding, but shall identify in a cover letter exactly which pages it is submitting <br />(for example, if bidding only the category of Uninterruptable Power Supplies and Surge <br />Suppressors, a bidder need only return page 20 of the bid tables and so state in its cover letter). <br />Bidders are solely responsible for submitting the appropriate forms with their bid. <br /> <br />The Department reserves the right to make award by individual item, group of items, or a <br />combination thereof. The Department reserves the right to accept or reject any and all bids, or <br />separable portions, and to waive any minor irregularity, technicality, or omission if the <br />Department determines that doing so will serve the Stale's best interest. <br /> <br />1.07 Questions/Contract Specialist: Bidders shall address any question regarding this <br />solicitation to the Contract Specialist, who is identified on the cover sheet of this solicitation <br />package. Do not contact Customers directly. Questions shall be in writing, shall reference the <br />ITB number and the bid opening date, and shall be RECEIVED NO LATER THAN APRIL <br />22, 2002, and shall be answered in writing on or before April 29, 2002. To minimize the need <br />for written questions and answers, the DEP ARl'MENT WILL CONDUCT A PRE-BID <br />CONFERENCE ON APRIL 18, 2002, AT 1:00 P.M. in Room 301 of the Department's <br />offices, 4050 Esplanade Way, Tallahassee, Florida. Bidders are encouraged, but not required, to <br />attend the pre-bid conference. <br /> <br />1.08 Conflict of Interest: This solicitation is subject to chapter 112 of the Florida Statutes. <br />Bidders shall disclose with their bid the name of any officer, director, employee or other agent <br />who is also an employee of the State. Bidders shall also disclose the name of any State <br />employee who owns, directly or indirectly, an interest of five percent (5%) or more in the bidder <br />or its affiliates. <br /> <br />1.09 Convicted Vendors: A person or affiliate placed on the convicted vendor list following a <br />conviction for a public entity crime is prohibited from doing any of the following for a period of <br />36 months from the date of being placed on the convicted vendor list: submitting a bid on a <br />contract to provide any goods or services to a public entity; submitting a bid on a contract with a <br />public entity for the construction or repair of a public building or public work; submitting bids on <br />leases of real property to a public entity; being awarded or performing work as a contractor, <br />supplier, subcontractor, or consultant under a contract with any public entity; and transacting <br />business with any public entity in excess of the Category Two threshold amount ($25,000) <br />provided in section 287.017 of the Florida Statutes. <br /> <br />
