<br />comprehensive plan's schedule of capital improvements and when <br />planning and designing new, or renovating existing, community facilities. <br />For example, potential opportunities for collocation and shared use with <br />public schools will be considered where compatible for existing or planned <br />libraries, parks, recreation facilities, community centers, auditoriums, <br />learning centers, museums, performing arts centers, and stadiums. In <br />addition, the potential for collocation and shared use of school and <br />governmental facilities for joint use by the community will also be <br />considered. <br /> <br />8.2 A separate agreement or an amendment to a master agreement <br />between the School Board and the appropriate local government will be <br />developed for each instance of collocation and shared use, which <br />addresses legal liability, operating and maintenance costs, scheduling of <br />use, and facility supervision or any other issues that may arise from <br />collocation and shared use. <br /> <br />8.3 Collocation and shared use as provided for in this Amended and <br />Restated Agreement may include the sharing of county and municipal <br />facilities for student use, such as use of a park for park purposes by <br />students from a neighboring public school, and similarly may include the <br />use of public school facilities by the community. <br /> <br />8.4 In order to maximize the efficient utilization of public fundina and to <br />further the collocation and shared use of county and municipal facilities <br />with School Board-owned and operated public schools, local governments <br />are stron~ly encouraaed not to require the provision or enhancement of <br />charter school facilities as a condition of local development approval. <br /> <br />Section 9. Implementation of Public School Concurrency <br /> <br />9.1 This section establishes the mechanisms for coordinatinq the <br />development, adoption, and amendment of the District Facilities Work <br />Proaram, as well as the Public School Facilities Elements and the <br />Interaovernmental Coordination and Capital Improvements Elements of <br />the County and Cities' comprehensive plans. in order to implement a <br />uniform districtwide public school concurrency system as required by law. <br /> <br />9.2 The School Board, County and Cities aaree to the following <br />principles for public school concurrency in Miami-Dade County: <br /> <br />(a) Capacitv Methodoloqv and Formula for A vailabilitv: The <br />uniform methodology for determining if a particular school is overcapacity <br />shall be determined by the School Board and adopted into the County's <br />and Cities' comprehensive plans. The School Board hereby selects <br />Florida Inventory of School Houses (FISH) capacity as the uniform <br />methodoloay to determine the capacity of each school.
