<br />Council, the Latin Builders Association and the Builders Association of <br />South Florida will also be invited to attend and participate. The initial <br />ffiMeeting~ of the working group shall be held 'Nithin 60 days of the date of <br />execution of the interlocal agreement, upon at least thirty (30} days written <br />advance notice, and shall be coordinated by the School Board <br />Superintendent, or designee, provided however, that the School Board <br />staff shall use its best efforts to schedule tho initial moeting to occur in a <br />timely manner to provide meaningful participation by local governments in <br />the School Board's 2003 04 planning process. The Staff Workinq Group <br />shall meet no later than March 31 each year to address student enrollment <br />proiections, and by April 30 and October 31 of each year to address the <br />public school concurrency manaqement system, and any proposed <br />amendments to the school-related comprehensive plan provisions. The <br />April 30 deadline shall apply where chanqes are proposed for the County's <br />first comprehensive plan amendment cycle of the followinq year, and the <br />October 31 deadline shall apply for chanqes proposed in the second cycle <br />of the followinq year. <br /> <br />1.2 Elected Officials Forum: The School Board Superintendent and/or <br />designee shall coordinate an bi annual joint workshop sessions at least <br />annually and invite one or more representatives of the County <br />Commission or their designee(s), the governing body of each City or their <br />designee(s), and the School Board or their designee(s). A representative <br />of the South Florida Regional Planning Council will also be invited to <br />attend. The School Board shall provide the meeting invitations with at <br />least thirty {30} days advance written notice of such meeting to the person <br />designated as a contact in this Amended and Restated Agreement. +Ae <br />initial joint workshop session shall bo held within six (6) months of the date <br />of the execution of the Interlocal Agreement by all parties, but no later <br />than March 1, 2004 to present, discuss, consider and negotiate <br />modifications or amendments to the ,A.greement; provided hovv'evor, that <br />any such modifications and amendments shall be consistent '.vith the <br />statutes governing the ,A.groomont. Modifications and amendments shall <br />be considered by each party to this Amended and Restated Agreement in <br />accordance with Section 1-4-5, and may be discussed at the ioint <br />workshop sessions. The joint workshop sessions provide opportunities for <br />the County Commission, the City Commissions or Councils, and the <br />School Board to hear reports, discuss policy, set direction, and reach <br />understandings concerning issues of mutual concern regarding public <br />education, and coordination of land use and school facilities planning, <br />including population and student growth, development trends, school <br />needs, off-site improvements, public school concurrency, school capacity, <br />'school funding, options to reduce the need for additional permanent <br />student stations, and joint use opportunities. <br /> <br />4 <br />
