<br />_ PROJECT UNDERSTANDING AND APPROACH <br /> <br />2a. UNDERSTANDING OF THE SCOPE OF SERVICES I <br /> <br />Task 1. Debris Management Plan <br /> <br />Under the P A Pilot Program, FEMA will provide an additional five . ercent Fr cost share to municipali- <br />ties that have a FEMA-approved Debris Management Plan and at lest two ~-qualified debris removal con- <br />tractors. The SRI/Dewberry Team will follow the FEMA establishe Deb,?s Management Plan Outline and the <br />Increased Federal Share Incentive Checklist to ensure compliance 'th the requirements of the FEMA Public <br />Assistance Pilot Program. The following subtasks are envisioned to de elop the final Debris Management <br />Plan: <br /> <br /> <br /> <br />Needs Assessment: A Needs Assessment will be conducted that will include the following services: <br /> <br />. Perform a three day on-site visit with City of Sunny Isles Beach staff to conduct interviews with key emer- <br />gency management, public works, and solid waste management staff. <br />. Review of the City's existing emergency management plans. <br />. Review of the existing debris removal and disposal contracts. <br />. Review of the existing Standard Operating Procedures. <br />. Develop a written report describing the results of the Needs Assessment. <br />. Conduct an on-site briefing to make recommendations based on the assessment findings. <br /> <br />Debris Management Plan Development and Approval Process <br /> <br />SRl will prepare a comprehensive Debris Management Plan based on the information gathered during the <br />Needs Assessment. The plan will address the City's ability to respond to a disaster event based on personnel <br />and equipment; and be consistent with the City's Comprehensive Emergency Management Plan. The plan will <br />address the management and operational structures needed to prepare for, respond to and recover from either a <br />natural or man-made (terrorist) debris-generating disaster event. The draft plan will be submitted to City staff <br />for review and revised as required. Mr. Swan will assist the City in submitting the finalized Debris Manage- <br />ment Plan to FEMA Region IV for their review and approval. <br /> <br />Task 2. Develop a Request for Proposals for Debris Removal and Disposal <br /> <br />Mr. Swan has developed detailed Requests for Proposals (RFP) for Debris Removal and Disposal for clients <br />that have been used successfully in obtaining the services of qualified debris removal and disposal contractors. <br />Mr. Swan will work closely with the City's contracting and legal staff to ensure that the RFP meets local and <br />state procurement and legal requirements. The detailed Scope of Services required will conform to FEMA re- <br />quirements, as outlined in the Debris Management Plan. Mr. Swan will assist the City to review the RFP re- <br />sponses and assist in the identification and selection of pre-qualified contractors based on the current FEMA <br />Pilot Program guidance. <br /> <br />Task 3. Provide Debris Removal Management Services <br /> <br />SRl follows the Incident Command System (ICS) protocol commonly used by other responders and agencies <br />during recovery efforts. This structure, refmed as a result of SRl' s experience during the past 15 years in Flor- <br />ida, ensures clear reporting relationships and eliminates confusion. <br /> <br />SRl will mobilize a debris management project team sufficient to match the size and scale of the City's debris <br />recovery effort. This team typically consists of: a project manager, assistance project mangers (as needed), a <br />FEMAlFHW A coordinator, an operations/route manager, field supervisors, debris collection monitors, dis- <br />posal site monitors, roving monitors, QAlQC inspectors, a GIS analyst, an environmental specialist, a safety <br />officer, and data entry and support staff. <br /> <br />SOLI 0 (i RESOURCES ", .;~ <br /> <br />E:,VIRa'<~m-."AL& EMEl\GENCY SEIWlCE. . <br /> <br />4 <br />
