3.1 Overview of the Solicitation Process <br /> The Department intends to use an ITN to conduct this solicitation, which includes the following <br /> components (detailed below): Qualification Questions, Technical Proposal, Price Proposals, Forms <br /> and Additional Information. The Department reserves the right to award to one or multiple <br /> Respondents. The Department intends to select one of two award options. If the Department chooses <br /> Award Option 1, the Office and Educational Consumables Contract will be awarded to one <br /> Respondent. If the Department chooses Award Option 2, the Office and Educational Consumables <br /> Contract will be awarded to multiple Respondents, including but not limited to Respondents providing <br /> statewide coverage and Respondents providing regional coverage. If the Department chooses Award <br /> Option 2 and awards the contract to multiple Respondents, Eligible Users will have the option to <br /> conduct requests for quotes. Refer to Section 6—Technical Specifications and Section 7 — Evaluation <br /> and Selection for details of the response submissions, evaluation and selection process. <br /> 3.1.1 Qualification Questions <br /> The intent of the Qualification Questions is to determine if Respondents are capable and willing to <br /> meet the mandatory requirements of this solicitation. <br /> Respondents will submit Yes / No answers to each mandatory question within the MFMP Sourcing <br /> Tool. All of the submitted responses to the qualification questions in the MFMP Sourcing Tool will <br /> be reviewed by the Procurement Officer. Respondents that answer "No" to any of the <br /> mandatory requirements will not have their remaining Technical or Price proposal scored <br /> and will be disqualified to participate in this solicitation.. Respondents that answer "Yes" with <br /> all the qualification questions by answering "Yes" to all of the mandatory requirements will be <br /> evaluated on their Technical Proposals. Applicants should use care and integrity in preparing their <br /> responses to the qualification questions, since these are mandatory requirements and will not be <br /> negotiable during the solicitation process. <br /> 3.1.2 Technical, Price Proposals, Forms and Additional Information <br /> All Respondents are asked to submit a Technical Proposal, Price Proposal(s), and required forms. <br /> All Respondents' Technical Proposals will be opened and scored before the Respondents' Price <br /> Proposals are opened. Only Respondents scoring 280 points or more on their Technical Proposals <br /> will have their Price Proposals scored. <br /> All Respondents shall use the MFMP Sourcing Tool to submit their responses to the Technical and <br /> Price Proposals. Respondents shall also complete and upload the required forms and additional <br /> information below in the MFMP Sourcing Tool: <br /> • Attachment A- Reference Check Form (2 Customer References are required) <br /> • Attachment B -Certification of Drug Free Workplace Program Form <br /> • Attachment C - Department of State Registration Form/Authority to Do Business in the <br /> State of Florida <br /> • Attachment D- Ordering Instructions <br /> • Respondent's Dunn and Bradstreet SQR Report <br /> • Respondent's Proposed Catalog With List Prices <br /> Respondents Offering Statewide Coverage: Only Respondents scoring 280 points or more on <br /> the Technical Proposal will have their Price Proposals scored. The Department requires <br /> Respondents offering statewide coverage to submit Price Proposals using Attachment E - <br /> Statewide Price Proposal Tool. Respondents must fill out all the worksheets in Attachment E. Since <br /> the Department may choose either to award the contract to a single statewide respondent or <br /> multiple statewide and regional respondents, Respondents must submit two Price Proposals <br /> contained within Attachment E. "Price Proposal #1" represents a Respondent's proposed pricing if <br /> the Department awards the contract to a single Respondent, and "Price Proposal #2" represents a <br /> Respondent's proposed pricing if the Department chooses to award the contract to multiple <br /> Respondents. <br /> 618-001-10-1 Office and Educational Consumables ITN Page 18 of 77 <br />
