BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br />The City of Columbia received massive damage, as a result of <br />Hun'icane Katrina, that devastated all City services and resources. <br />Homes were destroyed, power was cut, huge trees toppled into the <br />roads making movement and communication nearly impossible. <br />Damage was so extensive that even old graves were pulled out of <br />the ground in the roots of massive old growth oak trees. <br />Hurricane Katrina caused tens of millions of dollars in residential <br />and commercial property damage and more than S3 million in City <br />debris related damage and labor costs potentially recoverable from <br />FEMA. <br /> <br />Malcolm Pirnie's scope of work involved the following: <br />. Comprehensive Post Disaster Strategic Planning - Management of the FEMA <br />process began within first week after the disaster was declared. Scope focused <br />on being the City's representative and advocate in all dealings with FEMA. <br />This included the day to day on the ground contact with project team members <br />writing and coordinating the entire project worksheet process including force <br />account labor and equipment summaries for all categories (both large and small <br />projects), negotiating versions, deadline revisions, prompt payment <br />streamlining practices, audit preparation/negotiation, and deobligation appeals. <br /> <br />. Work included coordinating this entire process with the state's emergency <br />management agency (MEMA) and the comprehensive coordination of the <br />management and cost recovery process with the state's department of <br />transportation (MDOT), department of environmental quality (MDEQ), and the National Resource Conservation <br />Service (NRCS). <br /> <br />a. Finally, currently negotiating with FEMA/MEMA for additional cost recovery of costs associated with excess debris <br />disposal (loss of air space) not covered by current guidelines but negotiating for a post deadline version to be <br />obligated, <br /> <br />The City of Columbia to date (November, 2007) has received funds due from FEMA of S3,000,000,00 with only <br />570.000_00 in hold backs pending. All contractors have been paid in full and the City's entire insurance deducible was <br />reimbursed by FEMA, <br />Malcolm Pirnie assisted Columbia in recovering S 113,000,00 from MDEQ for debris removal on state maintained Federal <br />Aid Secondary (F AS) routes within the City limits, And more than S80,000,00 in drainage feature repair was conducted on <br />City streams by the NRCS,Several structures and the water department's water tower level reporting system were not only <br />repaired but completely upgraded to hurricane survival standards with these costs being fully recovered from FEMA. <br />In addition, Pirnie successfully overturned a deobligation of S 181 ,000.00 in debris removal funds based on what was <br />agreed by the reobligation of funds as an arbitrary and capricious re-setting of debris measurement standards on <br />FEMA/MEMA's part. <br />Finally, Pirnie is negotiating with FEMA/MEMA to recover an additional S 188,000.00 not covered by FEMA policy but <br />under active consideration as an allowed amended version to the debris removal project worksheet. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />a. <br /> <br />25.
