He is an expert in hurricanc pre- and post-event planning and recovery, from both the public and private <br />perspective, having managed numerous planning and recovery projects throughout the United States. Mr. Rosania <br />has served as Project Manager for numerous disaster debris management and integrated solid waste management <br />projects, some in excess of 25 million cubic yards. He has developed, implemented, and administered a diverse <br />range of environmental programs related to municipal solid waste and disaster debris management, recycling, and <br />special waste management. <br />Darius Stankunas - Project Manager <br />Mr. Stankunas has over twelve years of experience in solid waste management and currently focuses solely on pre- <br />and post-disaster debris management activities as well as solid waste management. Following Hurricane Frances and <br />Jeanne, Mr. Stankunas served as Project Manager for the Hillsborough County, FL debris management and <br />consulting project and supervised the development and maintenance of a disaster debris data management system of <br />load tickets and debris contractor invoices for disaster debris collection, reduction, and disposal for three debris <br />contractors and was the lead for Hillsborough County project worksheet and FEMA appeals proccss. He served as <br />dcputy project manager for the 2005-2006 Hurricane Katrina Project for Task Force Hope Mississippi and currently <br />serves as project manger for the debris management effort in Erie County, NY following the major snow/ice storm of <br />October 2006, <br /> <br />Julian Trussell - Operations Manager <br />Mr. Trussell has a diverse background with over 17 years in post- disaster recovery environments, His most recent <br />experience is as Operations Manager for quality assurance monitoring operations serving Erie County NY, As <br />operations manager he has coordinated the efforts of 200+ staff to monitor the collection of approximately I million <br />cubic yards of ice/snow storm debris, 117,000 trees with hanging limbs and 4,000 take-downs of leaning trees <br />following the October 2006 storm. In 2005-2006, he also served as Operations Manager for quality assurance <br />monitoring operations serving 13 counties and 4 cities in southem Mississippi. As operations manager he has <br />coordinated the efforts of 450+ staff to monitor the collection of approximately 24 million cubic yards of hurricane <br />debris following hurricane Katrina. <br /> <br />Tommy Horton - Emergency Management PIanning / Public Assistance / Mitigation Crant Funding <br />Mr. Horton specializes in technology, homeland security, and emergency management consulting. He is certified to <br />administer the Homeland Sccurity Comprehensive Assessment Model (HLS-CAM) by the National Domestic <br />Preparedness Coalition, He is also an expert in business and government management in the fields of consequence <br />management and information technology, As an executive consultant, he provides clients with high-level guidance <br />on how to organize and administer business and/or programs through a successful and efficient approach that takes <br />advantage of technology, <br />Frank Wreath - Data Management and PIanning <br />Mr. Wreath has provided extensive support to Hillsborough County, FL in its recovery operations after the 2004 <br />hurricane season, including developing a customized database application for the creation of metrics and reporting, <br />and multi-relational records management using digitized imaging of load tickets. He worked in support of the Task <br />Force Hope Mississippi project and is currently responsible for data management, invoice reconciliation, and <br />reimbursement support for the City of Buffalo, NY and Erie County, NY projects, <br />Jeff Cousins - Recovery Operations <br /> <br />Mr. Cousins specializes in disaster management and recovery and served as Deputy Operations Manager responsible <br />for the deployment of over 450 quality assurance monitors deployed in II counties and 5 cities in Mississippi for the <br />USACE Task Force Hope mission following HUlTicane Katrina. Mr. Cousins served as Operations Manager for the <br />City of Buffalo, NY, and is currently serving as Deputy Project Manager for Erie County, NY recovery project. Mr. <br />Cousins also served on the project team for the Solid Waste Authority of Palm Beach County's debris recovery effort <br />following Hurricanes Frances, Jeanne, and Wilma. <br />Joseph CoIden, CET - Health and Safety <br /> <br />Mr. Golden has over 28 years of experience assisting water and wastewater utilities, other critical infrastructures, <br />industry, and communities across the country in performing vulnerability assessments, identifying operational and <br />STANDARD FORM 330 (6/2004) PAGE 5-4 <br />
